REQUEST NO. 18: Please provide the version of the ldaho Power Technical
Reference Manual that was used for the Company's 2017 DSM Annual Report.
RESPONSE TO REQUEST NO. 18: Please see the PDF provided on the

REQUEST NO. 19: Please provide the costs incurred, savings achieved, and
findings for each portion of the Commercial and lndustrial custom efficiency offering:
a. MunicipalWaterSupplyOptimizationCohort;
b. Waste Water Energy Efficiency Cohort;
c. Continuous lmprovement Energy Cohort for Schools; and
d. Streamlined Custom Efficiency.
RESPONSE TO EOUEST NO. 19 : Costs incurred, savings achieved, and
findings for each portion of the Commercial and lndustrial ('C&l') custom efficiency
offering are summarized below. For the cohort offerings, there is lag for achieved
savings and the upfront costs of developing the offering in the first year. Upfront costs
include program development, design, and implementation with the cohort. Annual
expenses may not have a direct relationship with savings achieved in the same year,
and future annual energy savings may be a result of upfront expenses incurred in prior
years as it takes some time for the cohort participants to become educated on, and
comfortable with, making changes to their operations. Participants implemented many
energy management principles, including forming energy teams, setting energy goals,
and establishing energy policies in their respective organizations for persistence of
savings. The Company has found the participants'willingness and ability to implement
operational changes varied widely.

a. Municipal Water Supplv Optimization Cohort
ldaho Power ldaho Rider Expenses in 2017: $142,074.75
Savings Achieved: First year savings wil! be claimed in 2018.
Findings: Energy savings changes implemented included reducing leaks,
improving loading/operating more consistently, reducing pumping in circles, reducing
losing pressure prematurely, reducing leaping (skipping a pressure zone), changing well
settings, changing pump settings, using lower energy intensity water sources first, and
heating and cooling well houses based on equipment needs instead of comfort
b. Wastewater Enersv Efficiencv Cohort
ldaho Power ldaho Rider Expenses in2017: $19,500
Savings Achieved in 2017:. 2,454,702 kilowatt-hours ("kWh")/year.
Findings: Many of the costs for this cohort were incurred in 2014, the first
year of this program. Energy savings changes implemented included lowering
dissolved oxygen set points, reducing ultraviolet disinfection intensity, reducing aerobic
digestion aeration air flow, moving to a modified biological nutrient removal process
when weather allows, and in some cases, turning off certain process equipment
intermittently or seasonally.
c. Continuous lmprovement Energy Cohortlor Schqols
ldaho Power ldaho Rider Expenses in 20'17: $307,474.43
Savings Achieved: First year savings will be claimed and incentives paid
in 2018
Findings: Customers implemented low-cost and no-cost energy
efficiency improvements by actions as simple as turning off equipment or adjusting

control points for systems, performing lighting schedule changes, reviewing overrides of
preset schedules, and making sure unoccupied times were taken into account in control
systems. lndividual principal support from the participating school is crucial to drive
results within its facility. Most districts did not start realizing energy savings unti! three
to six months after program start.
d. Streamlined Custom Efficiencv
ldaho Power ldaho Rider Expenses in2017: $1,089,229
Savings Achieved : 4,388,445 kWh/year.
Findings: This offering provides custom incentives for small compressed-
air system improvements, fast-acting doors in cold storage spaces, refrigeration
controllers for walk-in coolers, and process-related variable frequency drives. The
offering is popular with C&l customers for smaller projects where calculations are
simpler and the ldaho Power contractor works directly with the customer and vendor to
submit project information to ldaho Power.

REQUEST NO. 21: The Company indicated several waves of direct mail were
sent to business customers to highlight retrofits and inform customers of incentives for
New Construction and Custom Projects on page 126 of the 2017 DSM annual report.
Was a new set of business customers reached with each mailing or did the same
customers receive multiple mailings with the same outreach materials?
RESPONSE TO REQUEST NO. 21: The direct mail piece that highlighted
retrofits and informed customers of new construction and custom project incentives was
sent to essentially the same group of customers on two different occasions, April and
November. Maintaining frequent messaging is important for continued awareness of
energy efficiency programs and helps ldaho Power incentives remain top-of-mind for
the customer. Please refer to the Company's response to Staffs Request No. 20 for
copies of the direct mailings.
