REQUEST NO. 2: Please describe those assets in place between the current
point of delivery and the proposed point of delivery (i.e. the Sectionalizer). Please also
describe the accounting treatment associated with those assets.
RESPONSE TO REQUEST NO. 2: Please reference the map provided in the
Company's response to Staffs Request No. 1. The current point of delivery ("POD") is
at the primary meter (X-10) and the proposed POD is at the sectionalizer
("Sectionalizer") (S-9) The facilities between the current POD and the proposed POD
are: (a) an approximately 347 foot span of overhead conductor that consists of four #4
aluminum core steel reinforced conductors and (b) two 40 foot wood poles that support
the primary meter and the equipment for the Sectionalizer.
These assets are not being sold to the City of Meridian (the "City") and instead
will continue to be owned, operated, and maintained by Idaho Power. The City currently
pays a monthly facilities charge for these assets. Upon closing the sale, ldaho Power
will cease collection of the facilities charge in exchange for the City's payment of a lump
sum included in the purchase price, as set forth in Exhibit B to the Asset Purchase and
Transfer of Title Agreement provided with the Company's Application. As described on
page 10 of ldaho Power's Application, the Company will credit Federal Energy
Regulatory Commission Account 108, Accumulated Depreciation, for the net book value
and true-up of the past levelized rate of return. This accounting treatment is designed
to ensure that other ldaho retail customers are not harmed by the transaction.
The response to this Request is sponsored by Mark Annis, Senior Regulatory
Analyst, ldaho Power Company.
