HomeMy WebLinkAbout20131125min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING NOVEMBER 25, 2013 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Mack Redford and Marsha Smith. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Tuesday, November 12, 2013. The Commission voted unanimously to approve the minutes as written. The next order of business was approval of the CONSENT AGENDA: 2. Carolee Hall's November 13, 2013 Decision Memorandum re: Application for Approval of Amendment to the Interconnection Agreement between Qwest Corp. dba CenturyLink QC and Electric Lightwave ("ELI"), Case No. USW-T-99-26/ELI-T-99-2. 3. Carolee Hall's November 13, 2013 Decision Memorandum re: Application for Approval of Amendment to the Interconnection Agreement between Qwest Corp. dba CenturyLink QC and 360Networks (USA) aka Zayo Group, Case No. QWE-T-06-02. 4. Grace Seaman's November 15, 2013 Decision Memorandum re: Citizens Telecommunications Company of Idaho and Frontier Communications Northwest Inc.'s Applications for an Interconnection Agreement With Noel Communications, Inc., Case Nos. CTC-T-13-04 and VZN-T-13-04. 5. Karl Klein's November 19, 2013 Decision Memorandum re: BCN Telecom's CPCN Application, Case No. NUI-T-13-01. 6. Karl Klein's November 20, 2013 Decision Memorandum re: Idaho Power's Application to Establish a New Base Level of Net Power Supply Expense, Case No. IPC-E-13-20. 7. Kristine Sasser's November 15, 2013 Decision Memorandum re: Avista Corporation's Application for Approval of Capacity Deficiency, Case No. AVU-E-13-10. 8. Kristine Sasser's November 15, 2013 Decision Memorandum re: Idaho Power's Application for Approval of Capacity Deficiency, Case No. IPC-E-13-21. 9. Kristine Sasser's November 15, 2013 Decision Memorandum re: Rocky Mountain Power's Application for Approval of Capacity Deficiency, Case No. PAC-E-13-12. 10. Weldon Stutzman's November 20, 2013 Decision Memorandum re: Application of Rocky Mountain Power for Approval of a Customer Credit to Refund Over-Collection of Customer Efficiency Services Rate, Case No. PAC-E-13-15. There was no discussion and Commissioner Kjellander made a motion to approve items 2 – 10 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was MATTERS IN PROGRESS: 11. Kristine Sasser's November 18, 2013 Decision Memorandum re: Idaho Power's Tariff Advice No. 13-05; Idaho Wind Partners Complaint, Case No. IPC-E-13-19. Ms. Sasser reviewed her Decision Memo. There was no discussion and Commissioner Smith made a motion to suspend Tariff Advice No. 13-05, process it by Modified Procedure, issue a Notice allowing parties 14 days for intervention, establish a comment deadline, and not consolidate the complaint of Idaho Wind into the tariff advice at this time. A vote was taken on the motion and it carried unanimously. Ms. Sasser asked if it was the Commission’s intent to allow intervention by other QF’s whose contracts contain the same language. Commissioner Smith replied that she would like to receive the Company’s answer, and then if the Commission sees the need it will issue a notice to those with similar tariff language, and if they choose to participate they may. The final order of business was FULLY SUBMITTED MATTERS: 12. Deliberation re: CAPAI's Supplement to Petition for Intervenor Funding, Case No. PAC-E-13-04. [Neil Price, Attorney] Commissioner Kjellander stated that item 12 would be deliberated privately.
