COMES NOW, ldaho Power Company ("ldaho Power" or "Company"), and in
response to the Seventh Production Request of Kiki Leslie A. Tidwell to ldaho Power
Company dated July 13,2017, herewith submits the following information:

REQUEST FOR PRODUCTION NO. 66: Please document the possible impacts
of the Company's proposed redundant transmission line on aviation, and specifically
helicopter operations at the St. Luke's hospital facility. Please do so for each of the
possible configurations for undergrounding the line. Provide all correspondence with
the hospital and all relevant governmental and regulatory agencies regarding possible
aviation and/or helicopter impacts.
RESPONSE TO REQUEST FOR PRODUCTION NO. 66: Idaho Power had a
phone conversation with the Federal Aviation Administration ("FA4") in June 2016. The
FAA had no concerns with any of the possible configurations of the proposed redundant
line, but recommended that ldaho Power contact St Luke's for its input. The Company
contacted St Luke's, who reached out to its contractor, ldaho Helicopters. St Luke's
confirmed that the proposed configurations would work with its Life Flight operations,
but did ask ldaho Power to install lights on top of the poles near the hospital similar to
the marker lights on poles along Pole Line Road in Twin Falls that are near the St
Luke's helipad. Please see the attached e-mail.
Also, please see the attached letter from St Luke's Wood River Medical Center to
the Blaine County Commissioners in support of the redundant transmission line.

REQUEST FOR PBODUCTION No. 67: The existing transmission line has
been described variously as being difficult to access due to terrain and weather
conditions. Has ldaho Power considered an underground option for just those portions
of the existing line that are difficult to access? lf so please provide all documentation
related to said consideration. lf not please explain why not.
RESPONSE TO REQUEST FOR PRODUCTION NO. 67: No. Overhead lines
are generally more accessible than underground lines at the same location. lf there
was a failure in an underground section of the line with a radial (single line)
configuration, the North Valley would be completely out of power until the repair was
made. lf an underground failure did occur, access along some sections of the line
would still be an issue because the underground line would be in the same alignment as
the overhead line.

REQUEST FOR PRODUCTION NO. 68: At least one public witness testified
before the Blaine County Planning and Zoning Commission as to the impossibility of
selling her property in Elkhorn due to the fact that the existing transmission line
traverses her property. Has ldaho Power investigated the veracity of said assertion? lf
so, please provide documentation of said verification. lf no, please explain why not.
Does ldaho Power expect existing property owners adjacent to or underneath, the
proposed line will experience similar difficulties or any diminution in property values?
Please document your answer.
RESPONSE TO REQUEST FOR PRODUCTION NO. 68: No. Please see the
Company's response to Kiki Leslie A. Tidwell's Request for Production No. 33.
ldaho Power constructed the existing line prior to houses being constructed
beneath it. ldaho Power did not build the existing line over any houses.

REQUEST FOR PRODUCTION NO. 69: Since the December 2009 power
outage, what technology has been installed on the existing transmission line to detect
line failures or weaknesses. What technology is available today, that is not already
deployed on the existing line, to speed up discovery of and location of line
outages/breakages?
RESPONSE TO REQUEST FOR PRODUCTION NO. 69: Since the December
2009 simultaneous outage of the King to Wood River and the Midpoint to Wood River
lines, new King to Wood River transmission line protection equipment with short circuit
detection and location reporting was installed at the King substation. The Midpoint to
Wood River line had this short circuit location detection and reporting at both
substations prior to 2009.
The short circuit locating technology that is available today, but not deployed on
these lines, captures the high frequency signals (travelling waves) that propagate from a
short circuit and performs a time comparison of the receipt of these signals. These
devices may increase the reported location accuracy but do not change the speed of
discovery.

REQUEST FOR PRODUCTION NO. 70: Please provide copies of all information
provided to the Sun Valley Company by ldaho Power related to backup energy
generation and energy storage options, including cost estimates, that the resort could
deploy for reliability purposes.
RESPONSE TO REQUEST FOR PRODUCTION NO. 70: Sun Valley Company
has not requested and ldaho Power has not provided any Sun Valley Company specific
backup energy generation and energy storage options or cost estimates. Sun Valley
Company, as a member of the Community Advisory Committee ("CAC"), received a
copy of the Northern Wood River Valley Local Backup Electrical Supply Report,
provided as Exhibit No. 2 to the Direct Testimony of David M. Angell.

Company's community advisory committee who would benefit financially by not having
to pay for undergrounding the portion of the line through Ketchum.
RESPONSE TO REQUEST FOR PRODUCTION NO. 71: lf the Company's
proposed route, Underground Transmission TP-1, was built and included in rate base,
all ldaho Power customers would share in the cost of the line. To the extent that any
CAC members are also customers of ldaho Power, they would share in those costs with
all customers.

I heard from Angela Brady, Angie Heinzman, and both Doug and Steve from ldaho Helicopters. The only
suggestion was maybe having marker lights on top of the poles from just before it crosses hospital drive
to the property line to the north. We have similar lights next to pole line Rd at the Twin Falls
helipad. They increase visibility and awareness of the poles and the assoclated wire locatlons at night.

Hi Blaine,
Cody Langbehn and I met with ldaho Power representatives last Friday to discuss
options for the new power redundancy line which will be installed in the near
future. The line will begin in Hailey and go through Ketchum. We have let ldaho
Power know that we are supportive of the lines being above ground (typical
overhead power poles) for the stretch of line that will run by the hospital. The
poles and lines will be on the opposite side of Hospital Drive as to not interfere
with our sidewalks, parking lots, etc.
Cody and I believe (based on the drawings attached) these new lines will not be a
safety concern for any of our aircraft. However, we would like you to
confirm. Dan Olmstead, with ldaho Power would be happy to talk andlor meet
with you to answer any other specific questions you may have.
Please let me know if you plan to discuss further with Dan or if you have no
concerns (based on what you see). We will be discussing this issue at our Board
meeting on August 24th and would like to be able to assure our board members
that you have also reviewed the plans and provide them any feedback from the
ASL perspective, if needed.

Dear Commissioners:
I am writing you in support of ldaho Power's plan to construct a redundant power line and rebuild the
existing line due to its age (built in 1962) and condition.
As you can imagine, reliable, redundant power is a critical resource to St. Luke's Wood River Medical
Center. While the hospital does have a backup generator on site in the event of power loss, this
generator is only able to power a portion of organization's electrical needs. Energy intensive equipment
such as the facility's MRI and CT machines are not able to be fed by a backup generator so these
diagnostic tools are not available to clinicians during power outages.
A redundant power line will help minimize the number of outages experienced by the hospital and
therefore reduce the number of times the above key services are not available to the community.
The hospital has also discussed and would be supportive of granting an easement across a portion of our
property if necessary to make the project a reality.
