IPC-E-16-28 IDAHO POWER COMPANY'S RESPONSE TO THE SIXTH PRODUCTION REQUEST OF KIKI LESLIE A. T!DWELL COMES NOW, ldaho Power Company ("Company"), and in response to the Sixth Production Request of Kiki Leslie A. Tidwell to ldaho Power Company dated July 3, 2017 , herewith submits the following information: IDAHO POWER COMPANY'S RESPONSE TO THE SIXTH PRODUCTION REQUEST OF KIKI LESLIE A. TIDWELL - 1 ) ) ) ) ) ) ) ) lr)LtJ REQUEST FOR PRODUCTION NO. 64: Please reference the Company's Response to ldaho Sierra Club's Request for Production No. 14, where the Company described the "Pole Line", "Star", and "Stoddard" substations as "recently constructed substations" and stated, "Each substation required construction of a new transmission line and distribution circuits with multiple tie switches to link the new distribution circuits to existing distribution circuits, supplied by existing substation, to reduce the duration of sustained outages for customers in the event of long-duration outages on the new transmission line or substation." Please provide the following information about each of the "Pole Line", "Star", and "Stoddard" su bstations: . When was the substation first operational? o What voltage transmission line supplied the substation at that first operational date? ls this the current transmission line voltage supplying that substation? lf no, what is the current voltage, when was the voltage changed and why? . When were customer loads first served via connection to distribution lines running from the substation? . When were distribution lines running from the substation first interconnected via three-phase tie switches to a distribution line from a different substation? To what substation was the distribution line interconnected? Are all distribution lines running from any of the three substations listed above currently interconnected to other substations? lf no, how many distribution lines are not interconnected at each substation? Do any of the three substations' distribution lines interconnect to more than IDAHO POWER COMPANY'S RESPONSE TO THE SIXTH PRODUCTION REQUEST OF KIKI LESLIE A. TIDWELL.2 one other substation? If yes, please list how many lines from each of the three substations are interconnected to each additional substation. RESPONSE TO REQUEST FOR PRODUCTION NO. 64: Please see the table in the attachment provided with this response for the requested information. The response to this Request is sponsored by David Angell, Transmission and Distribution Planning Manager, ldaho Power Company. IDAHO POWER COMPANY'S RESPONSE TO THE SIXTH PRODUCTION REQUEST OF KIKI LESLIE A. TIDWELL - 3 REQUEST FOR PRODUCTION NO. 65: Please reference the Company's response to Idaho Sierra Club's Request for Production No. 6, where the Company provided a map of the areas served by each of the distribution lines running from the Ketchum and Elkhorn substations. Approximately what length of additional distribution lines would be required to provide three-phase tie switches between: (1) EKHN11 and either KCHM11 or any other distribution line running from the Ketchum substation; and (2) EKHN12 and either KCHM12 or any other distribution line running from the Ketchum substation? What length of re-conductoring, if any, would be required on any of these tie-switch connected lines in order to provide transfer capacities comparable to that which would be available from one of the tie-switch connected distribution lines proposed in the Company's Overhead Distribution alternatives? RESPONSE TO REQUEST FOR PRODUCTION NO. 65: There is an existing three-phase tie switch between EKHN11 and KCHM11 and one between EKHN12 and KCHM12. These circuit connections would require approximately 0.9 and 2.5 mibs of conductor replacement, respectively. The response to this Request is sponsored by David Angell, Transmission and Distribution Planning Manager, Idaho Power Company. DATED at Boise, ldaho, this 24th day of July 2017. OVAN E.
