COMES NOW, ldaho Power Company ("ldaho Power"), and in response to the
Second Set of Production Requests of Rock Rolling Properties, LLC, to ldaho Power
Company dated May 3, 2017, herewith submits the following information:

REQUEST NO. 17: Reference Testimon y of David Angell, Ex. No. 2 at Appendix
J, containing photographic overlays of the proposed transmission configuration.
a. Provide color copies of all similar photographic overlays in ldaho Power's
possession of the overhead portion of the proposed 138 kV line Underground
Transmission configuration TP1 (underground at Elkhorn Road), which depict locations
between the TP2 location (south of Hospital Drive) and the TP1 location (ust north of
Elkhorn Road).
b. For each copy of a photographic overlay provided, please explain whether
the photo overlay was provided to:
(i) the Community Advisory Committee, and if so explain how it was
made available and when;
(ii) the Blaine County Planning and Zoning Commission, and if so
explain how it was made available and when;
(iii) any property owners along the proposed route, and if so explain
who it was made available to, how it was made available, and when.
c. Please identify which photo overlay(s) accurately depicts the current plans
for the Underground Transmission TPI option for the overhead portion of the line as it
crosses Big Wood River north of Hospital Drive, including depiction of all trees that must
be removed to place the overhead line in this location. lf this photo does not exist or
was not provided to the parties listed in subpart b., please explain why.
RESPONSE TO REQUEST NO. 17:
a. Please see the photos provided on the enclosed CD. Annotations are
provided on each photo, including dates when presented at the Blaine County public
hearings.

b(i). The photos provided on the enclosed CD were not directly provided to
members of the Community Advisory Committee ("CAC"). However, these photos were
provided through the public hearing process associated with ldaho Power's Conditional
Use Permit Application in Blaine County. CAC members were regularly updated of the
status of the pQect throughout 2016, and several CAC members attended the public
hearings.
b(ii). Photos provided at the October 13,2016, public hearing were included in
ldaho Power's Conditional Use Permit Application, submitted September 9, 2016.
Blaine County Staff ("Staff') provided copies of these images to each Planning and
Zoning Commissioner. ln subsequent hearings, ldaho Power provided hardcopies of
revised photos and a presentation for Staff and the Blaine County Planning and Zoning
Commission. Copies of the presentation were provided to Staff after each hearing.
b(iii). Property owners along the proposed route were notified the project was
being considered, as required by the Blaine County Code Section 9-25-4, Public
Hearing and Notice. The Blaine County Planning and Zoning Commission notified the
property owners prior to each public hearing held on the following dates:
October 13,2016
October 20,2016 (planning and zoning workshop)
November 10,2016
December 1,2016
January 5,2017
c. Two primary options exist for an overhead transmission line between TP1
and TP2; one along State Highway 75 and the other along Hospital Drive continuing
north along the bike path. The originally proposed route in ldaho Power's application to
Blaine County, submitted on September g, 2016, placed the transmission line along
State Highway 75. This route was presented in the October 13, 2016, hearing and the
October 20, 2016, workshop.

After a field review with Blaine County Staff and Planning and Zoning
Commissioners on November 10, 2016, the route was moved to the east side of
Hospital Drive to reduce visua! impacts along the State Highway 75 corridor, spanning
over the Big Wood River, and continuing along the east edge of the bike path to Elkhorn
Road. Photos and aerial imagery were presented, reviewed, and discussed at the
December 1,2016, and January 5,2017, public hearings for all those in attendance.
This is the current alignment.
ldaho Power had a tree arborist field review tree interference for the current
alignment and the State Highway 75 route. ldaho Power does not have a drawing
showing specific trees that need to be removed. However, a count was performed
during the fielding. Approximalely 21 large trees need to be removed to support the
route along State Highway 75. Approximately 12large trees need to be removed, six of
which are dead, to support the route along the bike path.
