Idaho Power Internal Use Only Wood River–Ketchum Emergency Action Plan i Introduction This contingency plan provides for the restoration of electrical service to the Ketchum and Sun Valley areas following a failure or damage to the 138-kilovolt (kV) transmission line. The line is located between Idaho Power Company’s (IPC) Wood River Substation north of Hailey, Idaho, and the Ketchum Substation on Sun Valley Road in Sun Valley, Idaho. The plan includes details about emergency notification, emergency materials and repairs, restoration of electrical service, and maps indicating access roads. Several assumptions have been made in this contingency plan: Outage is longer than a momentary interruption Winter conditions that include deep snow Winter temperatures Heavy influx of visitors in the area This plan will be used by IPC in conjunction with the existing Blaine County emergency action plan and is not intended in any way to amend or replace the Blaine County plan. This plan will be reviewed every three years to incorporate any necessary updates and changes. Conventions The following symbols and text identify special information: n This symbol indicates a note. They will be responsible for the location of the trouble, assessment of damage, and determining the equipment and materials required for repairs. Secondary response will be from the Twin Falls project line crew in support of the Hailey crew. Additional equipment and materials can be supplied along with the Twin Falls crews. A third level of response will be from the Transmission & Distribution (T&D) Construction department in Boise. These crews will be available to supply larger crews and heavier equipment if determined necessary. Also, in addition to the crew availability, engineering assistance will be available from Twin Falls and Idaho Power Company’s (IPC) T&D Design department in Boise. When a large scale emergency occurs, the first responder or Idaho Power Company (IPC) incident commander will assess the situation and notify Dispatch if a safety professional is needed on-site. 2. Depending on the size of emergency, if needed, a base camp should be set up as near the job site as possible to provide logistics, water, cold or hot beverages, high-energy foods, snacks, meals, etc. If no base camp is needed, individual field personnel should have with them enough water, cool or hot beverages, high-energy foods, snacks, meals, warm /dry clothing, emergency blankets, weather shelters, fire shelters, etc. 3. Prevention of cold-weather stress (hypothermia, frost nip, and frost bite on the face, hands, and any exposed skin). Wear layered clothing that meets the fire-resistant (FR) requirements: full face and head protection, insulated gloves or mittens, insulated jackets or pullovers, bibs or coveralls, and proper cold-weather footwear rated for below-freezing temperatures. A re-warm station (vehicles, snow cats, warming hut, or trailer) should be available at base camp or the job site if possible. Use two employees when patrolling lines and making repairs in remote areas. Frequent breaks may be required for field personnel working in extreme conditions. 4. Prevention of heat stress (thirst, heat cramps, heat exhaustion, heat stroke). Wear light clothing that meets the FR requirements. Cooling stations (vehicles, trailers, or equipment that would provide shade or air conditioning [A/C]) should be available at base camp or the job site if possible. 5. Sanitation—Portable toilets with a heater (if possible) should be near the job site. 6. Personnel—Relief crews from the regions and/or the Transmission & Distribution (T&D) Construction department; work schedule to follow IPC’s Safety Standards Manual page 1-29, Safety Rest. 7. Safety communication between IPC and field personnel through Dispatch, non-IPC employees (contractors, emergency responders, government agencies, law enforcement), and Corporate Communications. Follow grounding and equipotential grounding procedures to protect the public, personnel, line, and substation. Be aware of potential back feed problems from switching or generators due to the length of the outage, etc. 10. Customer relations and communication—Tied to length of the outage with safety concerns for employees and our customers. 11. On-site safety professional responsibilities: Safety communication between IPC and field personnel through Dispatch, non-IPC employees (Sun Valley snow cat drivers), Blaine County Sheriff Dispatch (788-5555), and Corporate Communications. Monitor the job site and field personnel. Communicate any needs or problems to the Southern Region operations manager (736-3220); be ready to change, assist, respond, and do whatever it takes to get the job done in a safe and proficient manner.
