In attendance were Commissioners Paul Kjellander, Mack Redford and Marsha Smith. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, June 24, 2013. The Commission voted unanimously to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: 2. Carolee Hall's June 28, 2013 Decision Memorandum re: Potlatch Telephone Company Requesting Commission Approval to Increase Rates for its Safety Line and Security Line Broadband Bundles. Advice 13-02. 3. Grace Seaman's June 26, 2013 Decision Memorandum re: Albion Telephone Company's 2012 Broadband Equipment Tax Credit Application; Case No. ALB-T-13-01. 4. Grace Seaman's June 26, 2013 Decision Memorandum re: Qwest Corporation dba CenturyLink QC's Application for Approval of the Interconnection Agreement with 365 Wireless, LLC; Case No. QWE-T-13-04. 5. Grace Seaman's June 26, 2013 Decision Memorandum re: Silver Star Communications' Tariff Filing to Modify the ITSAP Benefit Amount and to Change the Lifeline Eligibility Requirements. 6. Weldon Stutzman's June 28, 2013 Decision Memorandum re: Joint Petition of Qwest Corporation dba CenturyLink QC, CenturyTel of Idaho, Inc. dba CenturyLink and CenturyTel of the Gem State, Inc. dba CenturyLink for Partial Waiver of the Requirements of IPUC Order No. 29841; Case Nos. QWE-T-13-03, CEN-T-13-03, and CGS-T-13-03. Commissioner Kjellander made a motion to approve Staff’s recommendations for items 2 through 6 on the Consent Agenda. There was no discussion. A vote was taken on the motion and it carried unanimously. The final order of business was FULLY SUBMITTED MATTERS: 7. Deliberation re: Idaho Power's PCA Application -- Pacific Steel's Petition for Reconsideration, Case No. IPC-E-13-10. [Karl Klein, Attorney] 8. Deliberation re: Generic PURPA Case, Phase III -- Avista Corporation's Petition for Clarification, Case No. GNR-E-11-03. [Kristine Sasser, Attorney] 9. Deliberation re: Petition by Glanbia Foods, Inc. for Approval of an Allowance Pursuant to Idaho Power's Rule H Tariff, Case No. IPC-E-13-09. [Weldon Stutzman, Attorney] Commissioner Kjellander stated that items 7 through 9 would be deliberated privately.
