COMES NOW, ldaho Power Company ("ldaho Powe/' or "Company'), and in
response to the Third Set of Data Requests of the Siena Club and the Idaho
Gonservation League to ldaho Power Company dated March 1,2017, herewith submits
the following information:

REQUESTS OF THE SIERRA CLUB AND THE IDAHO CONSERVATION LEAGUE. 1
REQUEST NO. 3-1: Reference the Company's Response to Siena Club-lCL's
Request No. 6, Confidential Attachment. With regard to the meeting agenda dated
February 26,2016:
a. ldentify all of the individual meeting participants, including from ldaho
Power Company and from NV Energy. Please include titles and employers for each
individual.
b. Please describe in detail the discussion on item 1 Iisted in the agenda, the
"Proposed Unit Closure at North Valmy."
i. What was the proposal? (ie. Dates, costs, etc.)
ii. Who made the initial proposalto close a unit at Valmy?
iii. What was ldaho Power Company's position with regard to this
issue?
iv. What was NV Energy's stated position in the meeting with regard to
this issue?
v. What resolution, if any, did the parties reach?
vi. lf no resolution was reached, what were the next steps identified
and/or what baniers prevented resolution?
c. Since the February 26, 2016 meeting, have any further discussions or
developments taken place with respect to a proposed unit closure at North Valmy? lf so,
please describe and provide any documentation of such developments.
RESPONSE TO REQUEST NO. 3.1:
a. Below is a list of the invited meeting participants to the conference call on
February 26,2016. The call, which was originally scheduled as an in-person meeting,

was rescheduled a number of times due to conflicts; it is ldaho Powe/s recollection that
all of the invited meeting participants were on the call.

b. i.-vi. This agenda was provided to ldaho Power by NV Energy. While
the agenda item said "Proposed" unit closure at North Valmy, there was no proposal
provided by either company. ln the call, both companies touched on the fact that they
need to continue to work towards a closure date for the station, but nothing significant
was discussed or determined. The main focus of the conference call was a discussion
on the Operating Procedures Criteria and Agreement for the Operation of the North
Valmy Power Plant Project.
c. There were no significant further discussions or developments with
respect to a proposed unit closure at North Valmy between February and October 2016.

Power Company and from NV Energy. Please include titles and employers for each
individual.
b. Did the parties at this meeting discuss the appropriate retirement date for
North Valmy? lf yes, what specific dates were discussed?
c. To the best of ldaho Powe/s recollection, please describe the details of
the "NVE announcements on actual closure."
d. To the best of ldaho Powe/s recollection, please describe "NVE current
strategy."
e. To the best of Idaho Powe/s recollection, please describe "lPC strategy."
f . What alignment and next steps were reached?
g. Since the October 18, 2016 meeting, have any further discussions or
developments taken place with respect to any of the topics discussed at that meeting? lf

b. The parties had a general discussion of cunent activities that might inform
a closure date for either NV Energy or ldaho Power, but without specificity of closure
dates. The parties discussed:
o The ldaho Power Valmy depreciation filing
o Status of the NV Energy lntegrated Resource Plan
o Status of the NV Energy Life Span Analysis Process
o Status of the ldaho Power lntegrated Resource Plan ("lRP")
o Operating Procedures Criteria mark-up
c. This agenda item was a clarification to what was being reported by news
media on NV Energy announcements of actual closure dates. NV Energy confirmed it
had not determined an actual closure date nor has it made any public announcement of
an actual closure date.
d. ldaho Power does not speak for NV Energy.
e. Please see the Company's Response to Request No. 3-b. Additionally,
ldaho Powe/s strategy with respect to the appropriate depreciable Iife for the North
Valmy plant is further discussed in its initialfiling in this proceeding.
f. No alignment was agreed to and it was decided to reconvene at a later
date.
g. Since October 18, 2016, ldaho Power has continued work on the 2017
IRP which includes an early retirement scenario of 2019 for North Valmy Unit 1 and
2025 for Unit 2. ln addition, NV Energy was ordered by the Public Utilities Commission

of Nevada (final order, Docket Nos 16-07001, 16-07007, 16-08027), to complete an
updated Life Span Analysis Prccess (.LSAP') for the North Valmy power plant. lt is our
understanding the LSAP is to be completed by October 2017.
