IPC-E-16-19 ) ) IDAHOPOWERCOMPANYS ) RESPONSE TO THE THIRD ) PRODUCTION REQUEST OF ) THE COMMISSION STAFF _______________ ) COMES NOW, Idaho Power Company ("Idaho Power" or "Company"), and in response to the Third Production Request of the Commission Staff to Idaho Power Company dated November 9, 2016, herewith submits the following information: IDAHO POWER COMPANY'S RESPONSE TO THE THIRD PRODUCTION REQUEST OF THE COMMISSION STAFF -1 REQUEST NO. 35: Please explain how the Company's participation in the EIM could directly and indirectly impact demand response program operations, participation, costs and benefits. Furthermore, please explain how participation in the EIM could require modifications to the implementation guidelines set forth in the Demand Response Programs Settlement Agreement (Case No. IPC-E-13-14). RESPONSE TO REQUEST NO. 35: Idaho Power plans to treat its demand response programs as non-participating resources in the energy imbalance market ("EIM"). Idaho Power does not anticipate any changes in the current demand response program operations, participation, guidelines, costs, or benefits based on participation in the EIM. For purposes of the EIM , Idaho Power will notify the market operator when these programs have been scheduled to run so that the market operator is aware of the modifications it needs to make to Idaho Power's balancing requirements. When a demand response program is activated, Idaho Power's forecasted load will be adjusted to net out the projected impact of the programs. For example, if 300 megawatts is expected to be deployed for a specific time period of the day, the calculated forecasted Idaho Power balancing authority load will be reduced by that amount. Idaho Power will then submit a resource plan (generation and interchange schedules) based on the reduced forecast.
