Those participants who do not contribute a whole dollar amount will be transferred over to the block option rounded down to the nearest dollar. As the Company is offering a 100 percent of usage option, please explain if and how existing customers will be able to enroll in this option. RESPONSE TO REQUEST NO. 1: ldaho Power will transition all participants to the block option by default and notify participants through a letter of this change. The letter will also provide information on how to change to the 100 percent option if they are interested. Participants will be able to request this change by e-mail, on-line, or by phoning ldaho Power's customer interaction center. lnformation on the 100 percent option wil! also be available on ldaho Power's Green Energy Purchase Program Rider ("Green Power Program") website. IDAHO POWER COMPANY'S RESPONSE TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF - 2 REQUEST NO. 2: Please describe the proposed accounting treatment for the purchase of ldaho Power owned RECs with funds from the Schedule 62 Green Power Purchase Program. RESPONSE TO REQUEST NO. 2: Contributions to the Green Power Program will continue to be credited to liability Accounl 232139 (A/P-Green Power Purchase Prgrm), with the Renewable Energy Credits/Certificates ('REC') purchases debited from Account 232139. lf the Green Power Program purchases ldaho Power-owned RECs, then proceeds associated with these sales will be tracked through the Power Cost Adjustment (PCA) in accordance with current practice. IDAHO POWER COMPANY'S RESPONSE TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF - 3 REQUEST NO. 3: Please provide the monthly revenue provided by Schedule 62, the Green Power Purchase Program for each month from January 2010 - present. RESPONSE TO REQUEST NO. 3: Please see the Excel spreadsheet provided on the enclosed CD. The Company does not record revenue from the Green Power Program but rather records it as a liability. IDAHO POWER COMPANY'S RESPONSE TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF - 4 REQUEST NO. 4: Please provide a list of all expenses paid using Schedule 62 revenues from January 2010 - present. RESPONSE TO REQUEST NO. 4: Please see the Excel spreadsheet provided on the enclosed CD. There are two outstanding payments in 2016, a $35,000 payment for RECs to be paid in July and approximately $40,000 to be paid in 2016 for an approved Solar 4R Schools project. IDAHO POWER COMPANY'S RESPONSE TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF - 5 REQUEST NO. 5: The Application and the testimony of Mr. Pengilly state that "currently, ldaho Power purchases Green-e certified RECs through BEF; however they are not re-certified before being retired by ldaho Power. While ldaho Power certification would add to the cost to the program, it provides an extra layer of assurance to participants that the RECs were not used for multiple purposes." a) Please provide the estimated costs associated with re-certifying the RECs prior to retirement. b) Does ldaho Power intend to re-certify all RECs prior to retirement? c) How long are RECs held when purchased for the program? RESPONSE TO REQUEST NO. 5: a) Green-e certification has an annual fee of approximately $13,500 for any single type of REC, including solar RECs. For each additional type of renewable resource REC to be certified, there is a fee of $2,700 per resource type. Discounts may occur depending on the time of year certification is requested and if RECs have been certified prior to transfer to ldaho Power. The Greene-e fee structure can be found at: http://www.qreen-e.orq/docs/enerqy/Green-eClimateandEnerqvFeeStructure.pdf. ldaho Power would seek certification for its Green Power Program under the Utility Green Pricing Program option. b) ldaho Power plans to re-certify all RECs purchased for the Green Power Program. c) RECs are tracked through the Western Renewable Energy Generation System ('WREGIS'), an independent renewable energy tracking system for the Western Electricity Coordinating Council. RECs for the Green Power Program will be retired in WREGIS at the time of transfer to ldaho Power, approximately one to two times per year.
