IDAHO POWER COMPANY'S RESPONSE TO THE FIRST
PRODUCTION REQUEST OF THE COMMISSION STAFF - 4
REQUEST NO. 4: Please provide data on the 2015 forecasted and current
reservoir levels for the Upper Snake River Basin.
RESPONSE TO REQUEST NO. 4: The figure below, produced by the U.S.
Bureau of Reclamation, shows Upper Snake reservoir storage for water years 2015 and
2016. The blue line indicates Upper Snake reservoir storage for water year 2016, the
green line indicates storage for water year 2015, and the red line indicates average
reservoir storage for the Upper Snake reservoir system.

This Upper Snake reservoir storage under average, water year 2015, and water 2016
conditions graph can be found at (http://www. usbr.qov/on-bin/oraphw.pl?snasvs a0.
Upper Snake reservoir storage in March 2015 was higher than normal
(approximately 120 percent of normal mid-March 2015), as indicated by the green line
in the above figure. During that same time period, snowpack conditions above Snake
River at American Falls were below normal (approximately 85 percent of normal

mid-March 2015). This was due to below normal winter precipitation aided by a
considerably warmer than normal January through March. The combined warm
temperatures and Iow winter precipitation resulted in the Upper Snake River basin
experiencing an early snowmelt run-off, leaving little to no low and mid-elevation snow
by mid-March 2015. As a result, the 2015 forecast for the Upper Snake reservoir
system was 400,000 acre-feet short of filling. Below Milner Dam, the 2015 streamflow
forecast indicated that no flood control releases would occur, flow augmentation
releases would be below normal, and full allocation of ldaho Power primary storage
would be released from American Falls Reservoir.
Upper Snake reservoir storage in March 2016 was approximately 99 percent of
normal mid-March 2016, as indicated by the blue line in the above chart. Due to near
norma! winter temperatures and near normal precipitation throughout the Upper Snake,
more low to mid-elevation snowpack remained intact going into March 2016, when
compared to March 2015. Snowpack above Snake River at American Falls was 95
percent of normal mid-March 2016. Yet, given that snowpack remained below normal,
the 2016 forecast for the Upper Snake reservoir system was approximately 50,000
acre-feet short of filling. Below Milner Dam, the 2016 streamflow forecast indicated that
no flood control releases would occur, flow augmentation releases would be near
normal, and ful! allocation of Idaho Power primary storage would be released from
American Falls Reservoir.
The response to this Request is sponsored by Kresta Davis-Butts, Operations
Hydrology Leader, ldaho Power Company.
