THE COMMISSION STAFF
COMES NOW, ldaho Power Company ("ldaho Power" or "Compofly"), and in
response to the First Production Request of the Commission Staff to ldaho Power
Company dated April2T ,2016, herewith submits the following information:
IDAHO POWER COMPANY'S RESPONSE TO THE FIRST
PRODUCTION REQUEST OF THE COMMISSION STAFF - 1
REQUEST NO. 1: Please provide a detailed list of actual and forecast changes
for each source of transmission revenues according to each transmission customer.
Please list the Company's native load customers separately from other network
customers in the Company's response. See Company Application at 8, lines 1 - 5, and
Attachment 3.
RESPONSE TO REQUEST NO. 1: Please see the confidential workpapers
provided in the Company's response to the ldaho Public Utilities Commission Staffs
("Staff') Request No. 4. The tabs titled "Legacy Facilities," "New Facilities-Common,"
"Long-Term PTP," and "Network Transmission Service" detail the changes to
Transmission Facilities revenues, Long-term Point-to-Point ("PTP") Transmission
Service revenues, and Network Transmission Service revenues. The confidentia!
workpapers will only be provided to those parties that have executed the Protective
Agreement in this matter.

REQUEST NO. 2: Please provide the network customer's load ratio shares for
the previous five (5) years, by both month and year, in addition to the forecast load ratio
shares through 2019. Please list the Company's native load customers' load ratio
shares separately from other network customers. See Company Application at 9, lines
3-6.
RESPONSE TO REQUEST NO. 2: Please see the Excel file provided on the
non-confidential CD for the Company's native load and network customers' load ratio
shares for the previous five years. lt is important to note that the Company's native load
ratio share computed for this response is not used to determine transmission revenue
requirements for ldaho Power's retail customers. Under approved retail jurisdictional
ratemaking methods, all transmission revenues are applied as a revenue credit, thereby
offsetting revenue requirement amounts due from Idaho Power's retail customers. The
forecasted load ratio shares can be found on the "Network Transmission Service" tab of
the confidential workpapers provided in the Company's response to Staffs Request
No. 4. The confidential workpapers will only be provided to those parties that have
executed the Protective Agreement in this matter.

REQUEST NO. 3: Please explain how the network customer's load ratio shares
would be impacted if the Company stopped receiving any Short-term/Non-firm PTP
Transmission Services, including whether the impacts would be similar for native load
customers and other network customers. See Company Application at 10, Section V.
RESPONSE TO REQUEST NO. 3: Network customers' load ratio shares,
including both native load and other network customers, would not be impacted if Idaho
Power stopped receiving any short-term/non-firm PTP transmission services. Short-
term/non-firm PTP transmission service revenues are applied as a revenue credit to the
Company's total transmission revenue requirement. Therefore, if ldaho Power stopped
receiving short-term/non-firm PTP transmission service, the Company's total
transmission revenue requirement would increase, ultimately resulting in a higher
monthly transmission revenue requirement due from ldaho Power's network customers.

transmission revenues resulting from the asset exchange and a comparison of
revenues with and without an asset exchange. PIease provide all work papers and
supporting spreadsheets for these calculations.
RESPONSE TO REQUEST NO. 4: Please see the Excel file provided on the
confidential CD for the confidential workpapers used to estimate changes in
transmission revenues resulting from the asset exchange and a comparison of
revenues with and without an asset exchange. The confidential CD will only be
provided to those parties that have executed the Protective Agreement in this matter.
The confidential Excel file also includes the summary "ldaho Power Changes in
Transmission Revenues Resulting from the Asset Exchange" provided as Attachment 3
in the Company's initialfiling with a!!formulas and links to the workpapers intact.

provided on the confidential CD for a detailed listing of all entries to Accounts 182.3 and
407.3 from January 2011 through March 2016. The confidential CD will only be
provided to those parties that have executed the Protective Agreement in this matter.
