IPC-E-16-03 IDAHO POWER COMPANY'S RESPONSE TO THE THIRD PRODUCTION REQUEST OF THE COMMISSION STAFF COMES NOW, ldaho Power Company ("ldaho Power" or "Comp?ny"), and in response to the Third Production Request of the Commission Staff to ldaho Power Company dated June 21,2016, herewith submits the following information: IDAHO POWER COMPANY'S RESPONSE TO THE THIRD PRODUCTION REQUEST OF THE COMMISSION STAFF - 1 REQUEST NO. 27: Please provide all presentations made to the EEAG about the 2010 DSM MOU in2014 and 2015. RESPONSE TO REQUEST NO. 27: ldaho Power did not make any presentations to the Energy Efficiency Advisory Group ("EEAG') about the 2010 Demand-Side Management ('DSM") Memorandum of Understanding ("MOU") in 2014 or 2015. The most recent presentation ldaho Power made to the EEAG about the 2010 DSM MOU was in the final EEAG meeting of 2013, which was held on November 14, 2013. RESPONSE TO REQUEST NO. 28: ldaho Power spent $773,987 in non-DSM marketing/advertising activities in 2014 and $1,029,388 in 2015. By comparison, as noted on page 19 of lhe Demand-Side Management 2015 Annual Report,ldaho Power spent $960,055 system wide on DSM marketing expenses in 2015. IDAHO POWER COMPANY'S RESPONSE TO THE THIRD PRODUCTION REQUEST OF THE COMMISSION STAFF - 6 REQUEST NO. 32: Please explain the significant decrease in expenses for the Residential Education lnitiative trom 2014 to 2015 cited on page 172 of Appendix 5 in the 2015 DSM report. RESPONSE TO REQUEST NO. 32: What appears in Appendix 4, page 172, as a decrease in 2015 Residential Energy Efficiency Education lnitiative expenses from 2014 is a result of reporting $432,185 in Educational Distributions lnitiative expenses in its own category in Appendix 4, page 160. ln 2014, these two initiatives were combined. ln 2015, ldaho Power actually spent a combined total of $582,088 ($149,903 for the Residential Energy Efficiency Education lnitiative and $432,185 for the Educational Distributions Initiative) compared to the combined total of $423,091 in 2014, representing a 37.6 percent increase in expenses related to ldaho Power's total residential ed ucational efforts. The Educational Distributions lnitiative, which is administered through the Residential Energy Efficiency Education lnitiative, distributes energy savings items directly to customers with the goal to drive behavioral change and create awareness of and demand for ldaho Power's energy efficiency programs. The majority of these costs are associated with the Student Energy Efficiency Kit (SEEK) program. IDAHO POWER COMPANY'S RESPONSE TO THE THIRD PRODUCTION REQUEST OF THE COMMISSION STAFF - 7 REQUEST NO. 33: Please provide an estimate for the number of low-income households on the waiting list for weatherization services in its service territory. Staff understands that the Company does not maintain this waiting list, but believes that the Company may have an understanding about the need for low-income weatherization services through its close collaboration with the CAP agencies in its service territory. RESPONSE TO REQUEST NO. 33: ldaho Power does not have an estimate for the number of low-income households on the waiting list for weatherization services in its service territory. ldaho Public Utilities Commission Staff is correct in asserting that ldaho Power does not maintain the list of households on the waiting list for weatherization services. While ldaho Power collaborates with regional Community Action Partnership ("CAP") agencies on many aspects of their programs, each CAP agency manages its own waiting list based on state and federal guidelines, which include information that ldaho Power does not collect or have knowledge of. The individual service territories of the CAP agencies do not align with the Company's utility service area and the existence of fuel specific waiting lists of each agency prevents maintaining an ldaho Power system-wide waiting list.
