RESPONSE TO REQUEST NO. 16: ldaho Power receives a document titled ldaho Sfafe llW Energy Analysis ACTUAL, commonly referred to as EAS, for each project. IDAHO POWER COMPANY'S REDACTED RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF - 2 REQUEST NO. 17: Please provide or make available the EAS audit reports and Job Order Sheets for each of the 225 ldaho homes completed during the 2015 WAQC program. RESPONSE TO REQUEST NO. 17: Please see the confidential files provided on the confidential disk containing customer information, which will be provided to those parties that have executed the Protective Agreement in this matter. Due to the volume of files being provided in response to this Request, the individual file names and the actual documents have not been labeled with the word "confidential." However, the main file folder and Community Action Partnership ("CAP") agency folders have been labeled confidential; all files provided in response to this Request should be treated as confidential and handled accordingly. The project information for lhe 225ldaho homes completed in 2015 are saved in folders representing the five CAP agencies: CCOA-Aging, Weatherization, and Human Services (CCOA), Eastern ldaho Community Action Partnership (EICAP), El Ada Community Action Partnership (EL-ADA), South Central Community Action Partnership (SCCAP), and Southeastern ldaho Community Action Agency (SEICAA). There are three files for each project: Job Order Sheets ("JOS'), the ldaho State lrW Energy Analysis ACTUAL ('E45"), and the Community Action Weatheization Program lnvoice. The JOS is the document used to estimate material, labor, and support costs at the time of the initial audit at a customer's home. The EA5 estimate is populated from information from the JOS and a Savings to lnvestment Ratio ("SlR') is calculated from those estimates. lf a SIR of 1.0 or higher is calculated from estimated information, IDAHO POWER COMPANY'S REDACTED RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF.3 materials and supplies are ordered and labor scheduled for the weatherization job. The EAS sheets are provided on the confidentia! disk. When the weatherization is complete, the CAP agency weatherization manager decides how to leverage different funding sources for reimbursement of the weatherization costs. ldaho Power receives the Community Action Weatherization Program lnvoice for ldaho Power on those jobs that the CAP agency weatherization manager wishes to leverage for ldaho Power funding. IDAHO POWER COMPANY'S REDACTED RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF - 4 REQUEST NO. 18: For each of the 225 ldaho homes completed during the 2015 WAQC program, please provide a list of measures installed at each home; the cost of each measure and the amount ldaho Power paid for each measure. RESPONSE TO REQUEST NO. 18: Please see the confidential attachments provided in the Company's response to the ldaho Public Utilities Commission Staffs ("Staff') Request No. 17 where a list of measures installed in each home, the cost of each measure, and the payment source of each measure is broken down in the EAS document for each weatherization job. A summary of this information can also be found in Table 1 of the Weatherization Assistance for Qualified Customers ("WAQC") 2015 Annual Report provided to the ldaho Public Utilities Commission on April 1 , 2016. IDAHO POWER COMPANY'S REDACTED RESPONSE TO THI SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF - 5 REQUEST NO. 19: Please provide any quality assurance or inspection documentation IPC collects or receives regarding the installation of measures for each of the 225 ldaho homes completed during the 2015 WAQC program. RESPONSE TO REQUEST NO. 19: ldaho Power verifies approximately 10 percent of the homes weatherized under the WAQC program by contracting with two companies: The Energy Auditor and Momentum, LLC. Each of these companies employs home verifiers that are certified building performance specialists to physically verify installed measures in customers' homes. The owner of The Energy Auditor is certified by Performance Tested Comfort Systems and is an ENERGY STAR@ home performance specialist. The owner of Momentum, LLC, is a Residential Energy Services Network (RESNE1@) certified home energy rater. Home verifiers choose jobs randomly from a list of alljobs paid by ldaho Power. They make appointments with customers to review the weatherization measures installed in the customers' homes and report their findings to ldaho Power. After these companies verify installed measures, any required follow-up is done by CAP agency personne!. Please see the confidential verification forms provided on the confidential disk, which will be provided to those parties that have executed the Protective Agreement in this matter. IDAHO POWER COMPANY'S REDACTED RESPONSE TO THE SECOND PRODUCT]ON REOUEST OF THE COMMISSION STAFF - 6 REQUEST NO. 20: What steps does IPC take to ensure all measures installed at homes under the WAQC program are installed properly and performing as designed? RESPONSE TO REQUEST NO. 20: ldaho Power's quality assurance steps are described on pages 93-94 of the Demand-Side Management ('DSM') 2015 Annual Report and on page 9 of the WAQC 2015 Annual Report. Annually, ldaho Power physically verifies approximately 10 percent of the homes weatherized under the WAQC program. This involves ldaho Power contracting with two companies that employ certified building performance specialists to verify installed measures in customers' homes. After these companies verify installed measures, any required follow-up is done by the CAP agency personnel. Please see the Company's response to Staffs Request No. 17 for additional information regarding this process. ln addition to the above, the ldaho Power program specialist participates in ldaho's state monitoring process that reviews weatherized homes. The process involves utility representatives, weatherization personnel from the CAP agencies, the Community Action Partnership Association of ldaho, lnc. (CAPAI), and representatives from the ldaho Department of Health and Welfare reviewing homes weatherized by each of the CAP agencies. IDAHO POWER COMPANY'S REDACTED RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF. T REQUEST NO. 21: What steps does IPC take to ensure participants are receiving accurate and meaningful information as part of the Participant Education portion of the WAQC program? RESPONSE TO REQUEST NO. 21: As described on page 12 of the WAQC 2015 Annual Report, ldaho Power provides materials on using energy efficiently to each CAP agency to help educate qualified customers who receive weatherization assistance. lncluded in the materials are copies of ldaho Power's booklet 30 Simple Things You Can Do to Save Energy and Energy Saving lrps, which describes energy conservation tips for the heating and cooling seasons, and a pamphlet that describes the energy-saving benefits of using compact fluorescent lamps (CFL), Iight-emitting diodes (LED) lamps, and other tips for choosing the right bulb. When home verifiers visit weatherized homes, they request feedback about the program and ask customers how much they learned about saving electricity and how many ways they tried to save electricity in their homes. Please see the confidential attachments provided in the Company's response to Staffs Request No. 19 for home verifier documents, including responses to the aforementioned questions. ln addition, a Weatherization Programs Customer Survey is provided to all program participants upon completion of weatherization in their homes. Survey questions gather information about how customers learned of the program, reasons for participating, how much customers learned about saving energy in their homes, and the likelihood of household members changing behaviors to use energy wisely. A summary of the 2015 surveys is included in the WAQC 2015 Annual Report filed on Apri! 1 , 2016. IDAHO POWER COMPANY'S REDAGTED RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF - 11 REQUEST NO. 23: Please provide the amount, by units and value, of the unused equipment inventory for the A/C Cool Credit program. RESPONSE TO REQUEST NO. 23: As of May 2016, ldaho Power has 4,529 switches in stock primarily for use in the A/C Cool Credit program. These switches have an approximate value of $680,000. They are used in the A/C Cool Credit program for new installations and for replacing switches for existing participants when previous switches are removed or if switches repeatedly fail to communicate. ln addition, the lrrigation Peak Rewards program is using some of these switches, and the associated costs are transferred from the A/C Cool Credit program to the Peak Rewards program. ldaho Power believes that between the two programs, the existing stock of switches will be used within the next year and a half. IDAHO POWER COMPANY'S REDACTED RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF - 14 REQUEST NO. 26: Does the Company believe that measures and programs should be designed and implemented in order to pass all three primary cost- effectiveness tests (the Participant, UCT, TRC)? Please explain why or why not. RESPONSE TO REQUEST NO. 26: Yes. Cost-effectiveness is of primary importance in the design, implementation, and tracking of energy efficiency programs. ldaho Power believes all the cost-effectiveness tests are important and they should be considered in relation to each other. The Company's goal is for all programs to have benefiUcost (B/C) ratios greater than one for the total resource cost (TRC) test, utility cost (UC) test, and participant cost test (PC! at the program and measure level where appropriate. If a particular measure or program is pursued even though it is not cost- effective from each of the three tests, ldaho Power includes these results annually in its DSM annual report and works with the Energy Efficiency Advisor Group to get input. lf the Company plans to continue offering the measure or program, the Company will explain in a subsequent DSM annual report why the measure or program will continue to be implemented.
