The Staff of the Idaho Public Utilities Commission, by and through its attorney of record,
Daphne Huang, Deputy Attorney General, request that Site Based Energy, LLC provide the
following documents and information as soon as possible, by WEDNESDAY, AUGUST 5,
2015.1
This Production Request is continuing, and Site Based Energy is requested to provide, by
way of supplementary responses, additional documents that it or any person acting on its behalf
may later obtain that will augment the documents produced.
Please provide answers to each question, supporting workpapers that provide detail or are
the source of information used in calculations. Site Based Energy is reminded that responses
pursuant to Commission Rules of Procedure must include the name and phone number of the
' Staffis requesting an expedited response. If responding by this date will be problematic, please call Staff s

In addition to the written copies provided as response to the questions, please provide all
Excel and electronic files on CD with formulas activated.
REQUEST NO. 1: Please discuss whether each and every 100 kW project
independent of the others.
REQUEST NO. 2: Please identify any equipment that will be shared between or be
common to multiple projects, including specifically the following:
a. inverters,
b. interconnection equipment,
c. line extension facilities,
d. land use permits,
e. construction contracts and contractors,
f. procurement of solar panels and other equipment,
g. other common facilities and equipment.
REQUEST NO.3: Please discuss whether all 10 projects will be developed as one
project initially, and then subsequently "subdivided" and sold to new owners, or whether all 10
projects will have separate owners before development and construction begins.
REQUEST NO. 4: Please discuss whether some owners could potentially own more
thanone l00kWproject.
REQUEST NO. 5: Please describe how QF certificates will be obtained, e.g., whether
one certificate would be obtained initially then somehow later converted to 10 certificates,
whether 10 separate QF certificates would be obtained from the beginning, or something else.

REQUEST NO. 6: Please provide a copy of any ownership information that has already
been provided to IPCo.
REQUEST NO. 7: Please discuss whether all of the expected project owners will be
located in the Wood River Valley, or whether some will be located out of the area or out of state.
If project owners reside out of state or outside the Wood River Valley, would Site Based Energy
describe this as a "community solar project?"
REQUEST NO. 8: Please discuss how Site Based Energy intends to market the projects
if owners have not already been identified.
REQUEST NO. 9: Please discuss whether each 100 kW project will have a separate
power sales agreement with Idaho Power. Will each individual project owner be known at the
time each contract is initially signed, or will a single initial owner sign 10 contracts and later
assign each one to new owners?
REQUEST NO. 10: Please discuss how many other similar projects Site Based Energy
plans to propose if this one is approved.
REQUEST NO. 11: If each project will have a separate contract, please discuss whether
all of the contracts be executed at the same time. Will there be additional "phases" added at a
later time(s)? How many additional 100 kW projects could be added on later? Does Site Based
Energy believe it should be entitled to 2)-year SAR-Based contracts if the aggregate size grows
to 2 MW, 5 MW, 10 MW, etc? Please Explain.
REQUEST NO. 12: Please discuss whether any of the 100 kW projects will be leased.

REQUEST NO. 13: Please indicate whether Idaho Power has provided indicative
pricing to Site Based Energy for a I MW or larger project based on the IRP avoided cost
methodology. If so, what is the price difference between a single 1 MW project and ten 100 kW
projects?
