IPC.E.15.06 IDAHO POWER COMPANY'S RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION COMES NOW, ldaho Power Company ("ldaho Powe/' or "Comp?f,v"), and in response to the Second Production Request of the Commission Staff to ldaho Power Company dated May 15,2015, herewith submits the following information: IDAHO POWER COMPANY'S RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 1 REQUEST NO. 7: Results from the 2014 Weatherization Program Customer Survey (page 16 of the 2014 WAQC Annual Report) state "Over 47 percent of respondents leamed of the program from a friend or relative, and another almost 15 percent Iearned of the program from an agency flyer." Please explain any ideas the Company has on how the CAP agencies might increase the awareness of the weatherization prog ram? RESPONSE TO REQUEST NO. 7: Idaho Power believes that the Community Action Partnership ("CAP") agencies are aware of the best methods to promote the ldaho Weatherization Assistance Program ('WAP") in their specific regions. As started on page 18 of the 2014 annual Weatherization Assistance for Qualified Customers ("WAQC') report, ldaho Power promotes the program at resource fairs, community special-needs populations' service-provider meetings, and CAP agency functions. Marketing is conducted in cooperation with weatherization managers. As a point of clarification, the 2014 WAQC annual report is not included in the ldaho Public Utilities Commission ("Commission") Case No. IPC-E-15-06 filed on March 13, 2015. IDAHO POWER COMPANY'S RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 2 REQUEST NO. 8: The number of homes weatherized by SCCAP (South Central Community Action Partnership) decreased by 55% in program year 2014 when compared to program year 2013. Why was there such a substantial decrease? RESPONSE TO REQUEST NO. 8: According to the Executive Director of the South Central Community Action Partnership ("SCCAP"), the decrease in number of homes weatherized by SCCAP in 2014 was due to changes in SCCAP management and temporary reduction in their weatherization staff. IDAHO POWER COMPANY'S RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 3 REQUEST NO. 9: Unspent funding carryover at the conclusion of program year 2014 totaled $112,536. Why aren't the weatherization funds being spent each year? What is the reason for the ongoing carryover of unspent funds from program year to program year? RESPONSE TO REQUEST NO. 9: Carryover of funds from one year to the next is simply a timing issue. Carrying over funds from program year to program year is not unusual for the WAQC program. Commission Order No. 29505, page 32, states: "Any unpaid funds shall carry over and be available in the next year." Since 2005, the CAP agencies have carried over an average of $96,000 per year. The carryover in 2014 of $112,500 is less than 10 percent of the Idaho WAQC's annual budget. ldaho Power believes that the carryover allowance gives weatherization managers at CAP agencies the flexibility to schedule for workload fluctuation and to meet contract deadlines from various funding sources. As stated in Commission Order No. 29505, page 31 (WAOC was formerly Low-lncome Weatherization Assistance ("LIWA"): "Three major LIWA funding sources for the CAP agencies are the U. S. Department of Energy (DOE), the U.S. Department of Health and Human Services, and ldaho Power." The ability of the CAP agencies to carry over ldaho Power funding from one year to the next enables the CAP agencies to leverage these funding sources.
