PAC-E-15-03 IDAHO POWER COMPANY'S REDACTED RESPONSE TO THE FIRST PRODUCTION REQUEST OF THE IDAHO CONSERVATION LEAGUE AND THE SIERRA CLUB COMES NOW, ldaho Power Company ("ldaho Powe/' or "Company"), and in response to the First Production Request of the ldaho Conservation League and the Siena Club dated March 26,2015, herewith submits the following information: IDAHO POWER COMPANY'S REDACTED RESPONSE TO THE FIRST PRODUCTION REQUEST OF THE IDAHO CONSERVATION LEAGUE AND THE SIERRA CLUB - 1 REQUEST NO. 1: For the 461 MW of PURPA solar contracts that the ldaho PUC has approved, ICL understands that a portion of the Renewable Energy Credits (RECs) associated with this generation wi!! be transferred to Idaho Power: a. For the most recent five calendar years (2010-2014), please provide ldaho Powe/s annual MWhs of REC sales and the annual revenues from these sales. To the extent that the data is available to ldaho Power, please indicate in which state(s) the purchasers of Idaho Power's RECs used those RECs for RPS compliance. b. Does ldaho Powe/s indicative pricing for solar contracts include any consideration of the REC revenues that ldaho Power will receive from REC sales? 1. lf yes, please describe how the lRP methodology incorporates potential REC revenues ldaho Power may receive from QFs. 2. If no, please explain why ldaho Power does not include potential REC revenues to ldaho Power in avoided cost calculations. RESPONSE TO REQUEST NO. 1: a. The chart below lists the most recent five calendar years (2010-2014) of ldaho Power's annual megawatt-hours ('MWh") of REC sales and annual revenues. ldaho Power has no information as to what purpose(s) the purchaser may have used the RECs. None of the RECs listed below are associated with generation from qualifying facility ("QF') projects; instead, all are associated with generation from non- QF projects (Elkhom, Neal Hot Springs, Raft River Geotherma!, or ldaho Power mid- Snake hydro projects). Pursuant to ldaho Public Utilities Commission ("Commission") orders, 95 percent all ldaho jurisdictional revenues and 90 percent of al! Oregon IDAHO POWER COMPANY'S REDACTED RESPONSE TO THE FIRST PRODUCTION REQUEST OF THE IDAHO CONSERVATION LEAGUE AND THE SIERRA CLUB - 2 jurisdictional revenues from REC sales are retumed to ldaho Power customers through the Company's power cost adjustment mechanisms. No. Commission Order No. 32697 item G, "Ownership of Renewable Energy Certificates (RECs)," beginning on page 37 provides an extensive discussion and ruling by the Commission regarding RECs associated with QF projects and the avoided cost calculation. ln summary, this Order explains that the Commission does not intend to include a value for RECs within the avoided cost rates and that it is fair and reasonable to apportion RECs equally between the QF and the utility when using the lntegrated Resource Plan ("lRP") methodology and assign all RECs to the QF when using the Surrogate Avoided Resource ("SAR") methodology. Based on this history, what is the historical "success rate" for QFs with signed and approved contracts to actually bring their projects on-line? Please express this as a percentage of the historical MWs of signed QF contracts that have resulted in on-line MWs of QF projects. b. Of the 521 MWs of QFs under contract, but not on-line, how many MWs does ldaho Power expect wil! be successful at bringing their projects on-line? c. Please provide the historical on-line dates for the on-line PURPA QF projects listed in Mr. Allphin's Exhibit No. 2. d. Please provide the MWh data for the QF and renewable resources, and for ldaho Powe/s total retails loads, that Mr. Allphin used to construct the RPS percentages shown in his Exhibit No. 5. RESPONSE TO REQUEST NO. 2: a. ldaho Power does not track or maintain information on the historica! "success rate" of QF projects. b. As of the date of the response to this Request, 380 megawatts ("MW") of the 521 MW of QFs under contract, but not yet on-line, are in compliance with their respective agreements; therefore, ldaho Power has no reason to assume they will not come on-line as stated in their agreements. To date, 141 MW of the 521 MW are not in compliance with their respective QF agreements and ldaho Power is taking the appropriate actions as allowed within those agreements.
