IDAHO PUBLIC UTILITIES COMMISSION

MINUTES OF DECISION MEETING

FEBRUARY 11, 2013 – 1:30 P.M.

In attendance were Commissioners Paul Kjellander and Mack Redford. Commissioner Marsha Smith was absent and excused.

The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, January 28, 2013. The Commission voted unanimously to approve the minutes as written.
The next order of business was approval of the CONSENT AGENDA:
2. Don Howell's January 28, 2013 Decision Memorandum re: Idaho Power Company's Motion for Approval of a Confidential Settlement Agreement, Case No. IPC-E-13-01.3. Grace Seaman's February 6, 2013 Decision Memorandum re: Fremont Telecom Company dba Fairpoint Communications' Advice Letter ID 13-01 to Add a New Business Product, Grandfather Residential Bundled Packages, and Remove Deregulated Components from the Voice Advantage Packages.4. Grace Seaman's February 7, 2013 Decision Memorandum re: Syringa Networks, LLC's 2012 Broadband Equipment Tax Credit Application, Case No. SZ9-T-13-01.5. Johanna M. There was no discussion and Commissioner Kjellander made a motion to approve Staff’s recommendations for items 2 through 10 on the Consent Agenda. A vote was taken on the motion and it carried unanimously.
The final order of business was FULLY SUBMITTED MATTERS:
11. Deliberation re: Avista's Application for Approval of a Territory Allocation Agreement with Kootenai Electric Cooperative, Case No. AVU-E-13-01. [Karl Klein, Attorney]
Commissioner Kjellander stated that item 11 would be deliberated privately.
There was no further business before the Commission and Commissioner Kjellander adjourned the meeting.
