HomeMy WebLinkAbout20121217min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING DECEMBER 17, 2012 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Mack Redford, and Marsha Smith. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, December 10, 2012. The Commission voted unanimously to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: 2. Don Howell's December 14, 2012 Decision Memorandum re: Budget Prepay's Application for Designation as an Eligible Telecommunications Carrier, Case No. BPP-T-12-01. 3. Grace Seaman's December 14, 2012 Decision Memorandum re: Qwest Corporation dba CenturyLink QC's Application for Amendment to the Interconnection Agreement with Praxis LTD Co. dba A+ Satellite, Case No. QWE-T-12-08. 4. Kristine Sasser's December 14, 2012 Decision Memorandum re: Idaho Power's Tariff Advice No. 12-13. 5. Matt Elam's December 12, 2012 Decision Memorandum re: Idaho Power's Tariff Advice - Revisions to Schedule 41. There was no discussion and Commissioner Kjellander made a motion to approve Staff’s recommendations for items 2 – 5 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The next order of business was FULLY SUBMITTED MATTERS: 6. Deliberation re: Avista's 2012 Natural Gas IRP, Case No. AVU-G-12-08. [Karl Klein, Attorney] 7. Deliberation re: Application of PacifiCorp dba Rocky Mountain Power to Cancel Schedule 17 and Implement a Partial Requirements Tariff, Case No. PAC-E-12-12. [Neil Price, Attorney] Commissioner Kjellander stated that items 6 and 7 would be deliberated privately. The final order of business was EXECUTIVE SESSION MATTERS: 8. Pending Litigation Regarding Murphy Flat, FERC Docket No. EL12-108-000, Pursuant to Idaho Code 67-2345(1)(f). [Don Howell, Attorney] 9. Update on Ninth Circuit Appeal in BPA Residential Exchange Settlement Case, Docket No. 11-73178. [Don Howell, Attorney] 10. Update on the Status of the PacifiCorp Transmission Rate Case at FERC, Docket No. ER11-3643-000. [Neil Price, Attorney, and Lou Ann Westerfield] Commissioner Smith made a motion to go into Executive Session to discuss items 8 – 10 pursuant to Idaho Code §67-2345 (1)(d) & (f). A vote was taken on the motion and it carried unanimously.
