MINUTES OF DECISION MEETING
DECEMBER 3, 2012 – 1:30 P.M.
In attendance were Commissioners Paul Kjellander, Mack Redford, and Marsha Smith.
The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, November 19, 2012. The Commission voted unanimously to approve the minutes as written.
The second order of business was approval of the CONSENT AGENDA:
2. Carolee Hall's November 28, 2012 Decision Memorandum re: Application for Approval for Praxis Limited Co. d/b/a A+ Satellite ("A+ Satellite") to Adopt the Interconnection Agreement Between Qwest Corporation dba CenturyLink QC ("CenturyLink QC") and Optix Media, LLC ("Optix Media"), Case No. QWE-T-12-08. 3. Don Howell's November 20, 2012 Decision Memorandum re: Idaho Power's Complaints and Petitions for Declaratory Order Against Swager Farms and Double B Dairy, Case Nos. IPC-E-12-25 and IPC-E-12-26. 4. Grace Seaman's November 29, 2012 Decision Memorandum re: Potlatch Telephone Company's Advice Letter 12-05 to Revise Safety Line Service. 5. Grace Seaman's November 28, 2012 Decision Memorandum re: Rural Telephone Company dba RTI's Advice Letter 12-02 to Revise the Federal Lifeline Credit Amount. 6. Neil Price's November 27, 2012 Decision Memorandum re: Application of Ednetics, Inc. for a Certificate of Public Convenience and Necessity, Case No. EDN-T-12-01. 7. Neil Price's November 26, 2012 Decision Memorandum re: Cancellation of Evergreen Water Company's Certificate of Public Convenience and Necessity, Case No. EVG-W-12-01. 8. Rick Sterling's November 28, 2012 Decision Memorandum re: Joint Petition of Avista Corporation and Kootenai Electric Cooperative, Inc. for Approval of Amendment to Power Purchase Agreement, Case No. AVU-E-12-01.
There was no discussion and Commissioner Kjellander made a motion to approve Staff’s recommendations for items 2 – 8 on the Consent Agenda. A vote was taken on the motion and it carried unanimously.
The final order of business was FULLY SUBMITTED MATTERS:
9. Deliberation re: Praxis Limited Co.'s CPCN Application, Case No. PLC-T-12-01. [Karl Klein, Attorney] 10. Deliberation re: Rocky Mountain Power's Application for an Accounting Order Related to Naughton Unit 3, Case No. PAC-E-12-07. [Karl Klein, Attorney] 11. Deliberation re: Application of Rocky Mountain Power for a Deferred Accounting Order, Case No. PAC-E-12-08. [Kristine Sasser, Attorney]
Commissioner Kjellander stated that items 9 - 11 would be deliberated privately.
There was no further business before the Commission and Commissioner Kjellander adjourned the meeting.

1
