In attendance were Commissioners Paul Kjellander, Mack Redford and Marsha Smith. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, August 27, 2012. The Commission voted unanimously to approve the minutes as written. The next order of business was approval of the CONSENT AGENDA: 2. Chris Hecht's August 30, 2012 Decision Memorandum re: Murray Water Works' Request for Approval of a Late Payment Charge.3. Grace Seaman's August 30, 2012 Decision Memorandum re: CenturyTel of Idaho and CenturyTel of the Gem State dba CenturyLink's Application for Approval of Interconnection Agreement with Access Point, Inc., Case No. QWE-T-12-06.4. Grace Seaman's August 29, 2912 Decision Memorandum re: Custer Telephone Broadband Services LLC's 2011 Broadband Equipment Tax Credit Application, Case No. CTB-T-12-01.5. Grace Seaman's August 30, 2012 Decision Memorandum re: Custer Telephone Cooperative, Inc's 2011 Broadband Equipment Tax Credit Application, Case No. CUS-T-12-01.6. Grace Seaman's August 30, 2012 Decision Memorandum re: Frontier Communications Northwest Inc.'s fka Verizon Northwest Inc. Amendment to an Interconnection Agreement Between tw telecom of Idaho llc, Case No. VZN-T-06-05. There was no discussion and Commissioner Kjellander made a motion to approve Staff’s recommendations for items 2 – 6 on the Consent Agenda. A vote was taken on the motion and it carried unanimously. The final order of business was FULLY SUBMITTED MATTERS: 7. Deliberation re: Falls Water Company's Application to Increase Its Basic Rates and Charges, Case No. FLS-W-12-01. [Karl Klein, Attorney]8. Deliberation re: Avista's Application to Eliminate the Annual Compliance Filing Requirement for Asset Retirement Obligation (ARO) Established in Order No. 29962, Case Nos. AVU-E-12-05 and AVU-G-12-04. [Neil Price, Attorney] Commissioner Kjellander stated that items 7 and 8 would be deliberated privately.
