POWER COMPANY

REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY -1
REQUEST NO. 1: Please provide an electronic copy of all the attachments in

The response to this Request was prepared by Matthew Larkin, Regulatory

Idaho Power Company.

REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY -2
REQUEST NO. 2: Please prepare an analysis illustrating the amount of the
carrying charges accrued to the DSM Rider Account had the Custom Efficiency
incentive payments been paid through the Rider rather than deferred as a regulatory
asset. Please compare that amount to the actual carry charges incurred by the Rider
over the same time period.
RESPONSE TO REQUEST NO. 2: The carrying charges for the Demand-Side
Management ("DSM") Rider account and the Custom Efficiency Regulatory Asset
account are calculated using the same methodology. The Company takes the average
of the beginning and ending monthly general ledger balance, multiplies it by the deposit
rate, and divides it by 12 to get the current month's carrying charge. Given that the
same methodology is used to calculate carrying charges for both accounts, the amount
of incremental carrying charges added to the DSM Rider resulting from combining the
Custom Efficiency payments would be the same as calculated in Attachment I to the
Application.
The response to this Request was prepared by Doug Jones, Finance Team
Leader, Idaho Power Company, in consultation with Lisa D. Nordstrom, Lead Counsel,
Idaho Power Company.
