In attendance were Commissioners Paul Kjellander, Mack Redford and Marsha Smith. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, June 18, 2012. The Commission voted unanimously to approve the minutes as written. The next order of business was approval of the CONSENT AGENDA: 2. Carolee Hall's June 22, 2012 Decision Memorandum re: GTE-T-98-04 Amendment No. 1 for the Interconnection Agreement between Frontier and Clarks. 3. Carolee Hall's July 5, 2012 Decision Memorandum re: Potlatch Telephone Company ("Potlatch") Requesting Commission Approval to Grandfather Its Safety Line Service and Add Security Line Service to Its Tariff, Advice 12-03. 4. Carolee Hall's June 22, 2012 Decision Memorandum re: VZN-T-02-06 Amendment No. 3 for the Interconnection Agreement between Frontier and OneEighty Networks. 5. Carolee Hall's June 22, 2012 Decision Memorandum re: VZN-T-05-03 Amendment No. 2 for the Interconnection Agreement between Frontier and Trans National. 6. Carolee Hall's June 22, 2012 Decision Memorandum re: VZN-T-06-04 Amendment No. 2 for the Interconnection Agreement between Frontier and Ernest . 7. Carolee Hall's June 22, 2012 Decision Memorandum re: VZN-T-08-02 Amendment No. 1 for the Interconnection Agreement between Frontier and Bullseye. 8. Carolee Hall's June 22, 2012 Decision Memorandum re: VZN-T-09-03 Amendment No. 1 for the Interconnection Agreement between Frontier and Entelegent. 9. Gerry Galinato's July 5, 2012 Decision Memorandum re: Compliance Filing - Tariff, Case No. BRN-W-12-01. 10. Neil Price's July 6, 2012 Decision Memorandum re: Application of Capitol Water Corporation to Change Its Schedule No. 3 Purchased Power Adjustment Rate, Case No. CAP-W-12-01. 11. Rick Sterling's June 25, 2012 Decision Memorandum re: Rocky Mountain Power Tariff Advice No. 12-01 Updating of Electric Service Schedule No. 300, Regulation Charges. There was no discussion and the Commission voted unanimously to approve Staff’s recommendations for items 2 through 11 on the Consent Agenda. The final order of business was FULLY SUBMITTED MATTERS: 12. Deliberation re: Rainbow Ranch Wind and Rainbow West Wind Petition, Case No. IPC-E-12-11. [Kristine Sasser, Attorney] 13. Deliberation re: Application of Allied Wireless Communications Corp. for Conditional Designation as an Eligible Telecommunications Carrier, Case No. ALL-T-10-01. [Neil Price, Attorney] 14. Deliberation re: Application of Syringa Wireless, LLC for Conditional Designation as an Eligible Telecommunications Carrier in "Expansion Areas," Case No. SYR-T-08-01. [Neil Price, Attorney] 15. Deliberation re: Rocky Mountain Power's Application to Increase Rates Through Its Energy Cost Adjustment Mechanism (ECAM), Case No. PAC-E-12-03. [Neil Price, Attorney] 16. Deliberation re: ACHD and Build Idaho's Petitions for Reconsideration of Order No. 32476, Case No. IPC-E-08-22. [Weldon Stutzman, Attorney] Commissioner Kjellander stated that items 12 through 16 would be deliberated privately.
