HomeMy WebLinkAbout20120618min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING JUNE 18, 2012 – 11:30 A.M. In attendance were Commissioners Mack Redford and Marsha Smith. Commissioner Paul Kjellander participated by telephone. Commissioner Redford called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, June 4, 2012. The Commission voted unanimously to approve the minutes as written. The next order of business was approval of the CONSENT AGENDA: 2. Carolee Hall's June 13, 2012 Decision Memorandum re: Application for Approval to Amend the Interconnection Agreement Between New Cingular Wireless PCS, LLC and Its Commercial Mobile Radio Service Affiliate, d/b/a AT&T Mobility ("New Cingular") and Qwest Corporation d/b/a CenturyLink QC (CenturyLink), Case No. QWE-T-03-13. 3. Carolee Hall's June 13, 2012 Decision Memorandum re: Application for Approval to Amend the Interconnection Agreement Between USA Mobility Wireless, Inc. f/k/a Metrocall, Inc. ("USA Mobility") and Qwest Corporation d/b/a CenturyLink QC (CenturyLink), Case No. QWE-T-06-15. 4. Don Howell's June 12, 2012 Decision Memorandum re: Spectrotel's Application to Provide Local Exchange Service in Idaho, Case No. SPE-T-11-01. 5. Doug Cox's June 12, 2012 Decision Memorandum re: Idaho Power Tariff Advice No. 12-09 Updating the Ordinance Number and Effective Date of the Franchise Fee Agreement with the City of Ketchum, Idaho. 6. Karl Klein's June 13, 2012 Decision Memorandum re: Leonard Koch's Formal Complaint Against Falls Water Regarding Cost to Connect Service, Case No. FLS-W-12-02. 7. Karl Klein's June 14, 2012 Decision Memorandum re: New Edge Network's CPCN Application, Case No. NEN-T-11-01. 8. Kris Sasser's June 12, 2012 Decision Memorandum re: Idaho Power's Joint Motion for Approval of a Settlement Stipulation with Yellowstone Power, Case No. IPC-E-10-22. 9. Neil Price's June 15, 2012 Decision Memorandum re: Application of Allied Wireless Communications Corp. for Conditional Designation as an Eligible Telecommunications Carrier, Case No. ALL-T-10-01. 10. Weldon Stutzman's June 11, 2012 Decision Memorandum re: Application of Rocky Mountain Power for Authority to Decrease the Customer Efficiency Services Rate, Case No. PAC-E-12-11. Regarding item 10, Commissioner Smith asked Mr. Stutzman if the Commission will have the Answer by August 1st because the company contends it will begin to overcollect in August, and she would prefer that didn’t happen. Mr. Stutzman replied that they anticipated they would be able to complete the case by August 1st. There was no further discussion and the Commission voted unanimously to approve Staff’s recommendations for items 2 through 10 on the Consent Agenda. The final order of business was FULLY SUBMITTED MATTERS: 11. Deliberation re: Idaho Power's Langley Gulch Application, Case No. IPC-E-12-14. [Don Howell, Attorney] 12. Deliberation re: Onvoy Inc.'s Application to Register as a Wholesale Telecommunications Services Provider, Case No. OVS-T-12-02. [Karl Klein, Attorney] 13. Deliberation re: Letter of Understanding Between Idaho Power and Grand View Solar One PV, Case No. IPC-E-10-19. [Kristine Sasser, Attorney] 14. Deliberation re: XRG's Petition for Reconsideration, Case No. PAC-E-10-08. [Kristine Sasser, Attorney] Commissioner Redford stated that items 11 through 14 would be deliberated privately.
