In attendance were Commissioners Paul Kjellander, Mack Redford and Marsha Smith. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, April 16, 2012. The Commission voted unanimously to approve the minutes as written. The next order of business was approval of the CONSENT AGENDA: 2. Carolee Hall's April 18, 2012 Decision Memorandum re: Staff's Request to Open a Docket to Review Access Rates of Local Telecommunications Companies Pursuant to the Federal Communications Commission Report and Order FCC 11-161. 3. Don Howell's April 20, 2012 Decision Memorandum re: Idaho Power's PCA Application, Case No. IPC-E-12-17. 4. Grace Seaman's April 19, 2012 Decision Memorandum re: CenturyLink QC's Application for Approval of Amendment to the Interconnection Agreement With Spectrotel, Case No. QWE-T-12-03. 5. Karl Klein's April 17, 2012 Decision Memorandum re: Idaho Power's Application to Revise Depreciation Rates and Increase Base Rates, Case No. IPC-E-12-08. 6. Kristine Sasser's April 20, 2012 Decision Memorandum re: Letter of Understanding Between Idaho Power and Grand View Solar One PV, Case No. IPC-E-10-19. 7. Neil Price's April 18, 2012 Decision Memorandum re: Application of Brian Water Corporation, Case No. BRN-W-12-01. There was no discussion and the Commission voted unanimously to approve Staff’s recommendations for items 2 through 7 on the Consent Agenda. The final order of business was FULLY SUBMITTED MATTERS: 8. Deliberation re: Recovery of Idaho Power's Transmission Costs, Case No. IPC-E-12-06. [Don Howell, Attorney.] 9. Deliberation re: Idaho Conservation League's Petition for Reconsideration, Case No. IPC-E-11-19. [Weldon Stutzman, Attorney] 10. Deliberation re: Idaho Power's Application to Decrease Base Rates to Remove Accelerated Depreciation Expense for Its Advanced Metering Infrastructure, Case No. IPC-E-12-07. [Weldon Stutzman, Attorney] 11. Deliberation re: Petitions for Reconsideration Filed by Vicky Davis and Bonnie Menth, Case No. IPC-E-12-04. [Weldon Stutzman, Attorney] Commissioner Kjellander stated that items 8 through 11 would be deliberated privately.
