Sasser, Deputy Attorney General, requests that Idaho Power Company (Company) provide the following documents and information on or before WEDNESDAY, AUGUST 24, 2011. This Production Request is to be considered as continuing, and Idaho Power Company is requested to provide, by way of supplementary responses, additional documents that it or any person acting on its behalf may later obtain that wil augment the documents produced. Please provide answers to each question and any supporting workpapers that provide detail or are the source of information used in calculations. The Company is reminded that responses pursuant to Commission Rules of Procedure must include the name and phone number of the person preparing the document, and the name, location and phone number of the record holder and if different the witness who can sponsor the answer at hearing if need be. SECOND PRODUCTION REQUEST TO IDAHO POWER COMPANY 1 AUGUST 3, 2011 In addition to the wrtten copies provided as response to the questions, please provide all Excel and electronic fies on CD with formulas activated. REQUEST NO. 12: Please explain why the capacity portion ofthe prices in the Firm Energy Sales Agreement (FESA) were calculated based on a combined cycle combustion turbine (CCCT) rather than a simple cycle combustion turbine (SCCT). Please re-calculate the rates in the FESA using a SCCT for the capacity portion of the prices. Please provide a copy of all spreadsheets and analysis used to re-calculate the rates. REQUEST NO. 13: Please provide a copy of all spreadsheets and analysis used to compute the capacity portion of the prices in the FE SA. Please cite the source of any CCCT or SCCT cost data and clearly identify and explain any cost escalation factors used in the analysis. REQUEST NO. 14: For each ofIdaho Power's gas-fired generation plants included in the Aurora analysis performed to derive the rates in the FESA, please list by plant and by year the anual capacity factor beginning in 2012 through the end of the analysis period. REQUEST NO. 15: Wind integration charges were identified and quantified in Idaho Power's 2007 wind integration study for penetration levels of 300 MW, 600 MW and 900 MW. Recognizing that solar integration costs are likely to be different than wind integration costs, can Idaho Power acknowledge that solar integration costs would not be zero for the Interconnect Solar project? If Idaho Power acknowledges that solar integration charges are not zero, and recognizing that the Company has not performed a solar integration study, can the Company conservatively estimate a reasonable range of solar integration costs? If so, what is that range? REQUEST NO. 16: The Aurora analysis performed to compute the energy value component of the prices contained in the FESA generated hourly prices for all hours of the analysis period. Using the hourly Aurora data, please "re-shape" the FESA prices by year, by season, and by flat, light, heavy, and heavy load peak hours similar to the format used in the attached table. Please provide a copy of the Aurora hourly data and any spreadsheets used to reshape the prices. SECOND PRODUCTION REQUEST TO IDAHO POWER COMPANY 2 AUGUST 3, 2011 REQUEST NO.1 7: Please provide a copy of the data and analysis used to derive the 90 percent exceedance value for hours ending 4:00 pm to 7:00 pm during July 2010 which, in turn, was used to determine the 21 percent capacity factor assumed for the Interconnect Solar capacity value analysis. REQUEST NO. 18: Please provide summary tables, one for the Aurora analysis with the Interconnect Solar project included and one without it, showing the kWhs generated by month and year by each new and existing resource in Idaho Power's portfolio throughout the study period. Please also include monthly off-system purchases and sales in the summar tables. The purpose of the summar tables is to determine which resources in the portfolio would be displaced or deferred by the addition of the Interconnect Solar project.
