5 and gentlemen. This is the time and place set for a
6 public hearing before the Idaho Public Utili ties
7 Commission, Case No. IPC-E-II-08, further identified as
8 in the matter of the application of Idaho Power Company
9 for authority to increase its rates and charges for
10 electric service in Idaho. We have appearances from
11 Idaho Power. Would you like to identify yourself,
12 please?
13 MR. WILLIAMS: Yes, good evening,
14 Madam Chair and Commissioners. My name is Jason Williams
15 on behalf of Idaho Power Company.
16 COMMISSIONER SMITH: And for the Staff?
1 7 MR. HOWELL: And on behalf of the Staff,
18 my name is Donald Howell. I'm a Deputy Attorney General
19 representing the Commission Staff.
20 COMMISSIONER SMITH: And would the record
21 please reflect that none of the other parties that have
22 been granted intervention in this case are appearing
23 before us tonight. This is the time for the Commission
24 to take public comment from customers of Idaho Power
25 regarding the proposed rate case settlement that the

1 Commission will hold technical hearings on next month,
2 and we're here tonight to get your comments about Idaho
3 Power.
4 The way our process works is I will call
5 the names of people who have signed up. If you'll come
6 forward -- well, I guess first of all, I should introduce
7 us. I'm Marsha Smith. I'm Chair of this hearing. This
8 is President Paul Kj ellander who is president of the
9 Commission and Mack Redford and the three of us are the
10 State Public Utilities Commission.
11 The process is I will call your name and
12 you can come forward. President Kj ellander will swear
13 you in and Mr. Howell will ask you some questions to
14 identify you for the purposes of the record and then you
15 gi Ve your statement. The Commission's decision in this
16 case has to be based upon substantial evidence in the
17 record, which is why all of our proceedings are
18 transcribed by a court reporter and are available for
19 public inspection and, if necessary, appeal to the Idaho
20 Supreme Court, so with that, we'll call Marcia Permann.

11 Q And Ms. Permann, are you a resident or
12 tell us what your residence address is?
13 A 2918 Cold Creek Road, American Falls,
14 Idaho.
15 Q And you are an Idaho æower customer?
16 A Yes.
17 Q And would you like to give the Commission
18 a statement tonight?
19 A I'm not sure what you mean by a statement.
20 I have some questions. Is that -- can I ask questions?
21 COMMISSIONER SMITH: This really isn't a
22 format for asking questions, but maybe you can just make
23 your comments and then we have Staff members who may be
24 able to answer your questions after the hearing.
25 THE WITNESS: Oh. Well, that's all I

3 COMMISSIONER SMITH: Well, why don't you
4 just tell us what your concerns are.
5 THE WITNESS: Okay, one of my concerns is
6 does this rate increase have anything to do with the
7 wind, the wind towers?
8 COMMISSIONER SMITH: Okay, other concerns?
9 THE WITNESS: Other concerns are early
10 buy-outs, Idaho Power early buy-outs.
11 COMMISSIONER SMITH: For employees?
12 THE WITNESS: Uh-huh.
13 COMMISSIONER SMITH: Okay.
14 THE WITNESS: Okay.
15 COMMISSIONER SMITH: Any other concerns?
16 THE WITNESS: No, pretty much those two.
17 COMMISSIONER SMITH: Okay, are there any
18 questions? Thank you very much, Ms. Permann.

COMMISSIONER SMITH: So Ms. Permann was
21 the only person to sign up to testify and if there are no
22 others, then that's the conclusion of our hearing, but
23 this would be the time for anyone else who wanted to make
24 a statement to come forward. Seeing no other persons
25 wishing to testify, we'll thank you for your attendance
