The Conservation Parties' Respnses to
the First Production Request of Idao
Power
COMES NOW the Idao Conservtion League, NW Energ Coalition and the Snake River
Allance, collectively the Conservtion Paries, with the followig responses to Idao Power:
REQUEST FOR PRODUCTION NO.1: Pleas provide a copy of al materials, analyses and
workpapers created or relied upon by Ms. Hirsh in preparg her testimony.
ANSWER: Most of the materials used in preparg Ms. Hirh's testimony were footnoted in the
testimony or attached as an exhibit. Ms. Hirh also relied on her 15 plus years of experience in the
energ effciency field to inform her analyss. In addition, attached is the spreadsheet developed
to support Tables 1, 2, and 3 on pages 16-17 of the testimony titled "ICL DSM figues for Idao
Power 2011 Rate Case 10-05-1 L.pdf'. The CD included with this response contais copies of
documents other than Idao Power reports, testimony fùed in thi case, or previous orders of the
Idao Commission.
Please note that footnote 29, Energy Effciency Evaluation, Measurement and Verification,
Issues and Opportunities, refers to the wrng page. The correct page is 72.

REQUEST FOR PRODUCTION NO.2: Page 6(sic), lines 11-12, of Ms. Hirh's testimony states
that "the CAPAI agencies have a large and growig backlog of potential projects." Please quatify
the number of potential projects in the backlog and what portion of them are electricaly heated
homes in Idao Power's servce terrtory.
ANSWER:
The Conservtion Paries do not have a quatification of the CAP AI agencies backlog or the
portion of electrically heated homes. An emai exchange on a related topic with CAP AI staff on
Augut 17 stated "agencies have seen an increase in need for weatherization servces, especialy
since the majority of applicants are referrs from LIHEAP intake. Weatheriation typicaly serves
about 5% of the households who apply for LIHEAP on an annua basis." Furher background basis
for this statement came from a conversation with Terr Ottens and Brad Purdy.

REQUEST FOR PRODUCTION NO.3: Page 6(sic), lines 22-23, of Ms. Hirsh's testimony states
that "CAP AI con tin ues to see a growig backlog of eligible progr paricipants. . ." If this
paricipant backlog is different tha the project backlog referenced in Production Request NO.2
above, please quatify the number of eligible progr paricipants in the backlog and what
portion of them live in electricaly heated homes in Idao Power's servce terrtory.
ANSWER:
To the Conservation Paries understandig there is only one backlog of eligible progr
participants in the CAPAI agencies weatherition progrs.

REQUEST FOR PRODUCTION NO.4: On pages 8 and 9 of her testimony, Ms. Hirh compares
the low-income weatheriation fundig per residential customer of numerous western utilties.
Please describe how the fundig per customer relates to the need for low-income weatheriation
in each utilty's servce terrtory. Please provide any supporting studies or documentation.
ANSWER:
The purose of this section of the testimony is to provide a comparson of spendig between other
western utilties. Ths comparson is relevat basd on the asumption that each utilty has a
similar ratio of low income to other income residential customers. Ths is but one metric of many
avaable to determine an appropriate level of spendig. Included on the CD accompanyig these
responses is a map from the United States Census Bureau showig the percentage of the state
population in poverty. Ths map shows that each state in our region has a similar percentage in
poverty.
