PRODUCTION REQUEST OF THE
COMMISSION STAFF TO IDAHO
POWER COMPANY
COMES NOW, Idaho Power Company ("Idaho Powet' or "Company") in
response to the Thirteenth Production Request of the Commission Staff to Idaho Power
Company dated September 1, 2011, and as agreed to by the Idaho Public Utilties
Commission Staff and the Company, Idaho Power responds to the following select
requests:
IDAHO POWER COMPANY'S RESPONSE TO THE THIRTEENTH PRODUCTION
REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 1
REQUEST NO. 186: Please explain how the P-card transactions are spread to
the FERC accounts.
RESPONSE TO REQUEST NO. 186: At the beginning of each month, each
employee who has used his/her purchasing card (UP-Card") the previous month wil be
notified that they have P-card transactions to reconcile. The employee logs onto a
secure web application provided by Wells Fargo called Credit Card Expense Reporting
("CCER"). In CCER, the employee reviews the charges and the default accounting
assigned to the charge. If the accounting is incorrect, the employee selects the
appropriate accounting string for the charge (the Federal Energy Regulatory
Commission ("FERC") account is one of the fields of the accounting string), describes
the business purpose, and provides the proper receipts. The employee then completes
the review and submits for approvaL. Each employee has two approvers assigned to
them, typically the employee's direct supervisor and that supervisor's manager. One of
the approvers logs onto CCER and reviews the charges for appropriateness, correct
accounting, and proper description. That person will then approve all of the charges
within the reconciliation. In addition, an envelope with the receipts is routed to Accounts
Payable to review for proper documentation.
The credit card administrator monitors outstanding charges and approvals and
contacts the employee or his/her manager to be sure all of the charges are reviewed
within the approval time period. Once all the charges are reviewed, the credit card
administrator exports the charges and the related accounting strings into a Peoplesoft
journal voucher. Many times the accounting string contains a work order. The work
order may have multiple lines of accounting split by percentages. When the voucher is

posted to the general ledger, a program looks up the work order in Asset Suite and
allocates the charge to the accounting lines on the work order based on the
percentages specified in Asset Suite. One credit card charge may be allocated to
several FERC accounts based on the work order.

REQUEST NO. 187: Please explain why P-card transactions are posting to
Account No. 108, accumulated depreciation.
RESPONSE TO REQUEST NO. 187: Account 108, Accumulated Provision for
Depreciation of Electric Plant in Service, contains more than just the accumulated
depreciation of assets. It also includes salvage and removal costs, which may include
labor, vehicles, and P-Card transactions for meals, lodging, etc. When a work order is
written with capital installations and estimated removals, the work order accounting
splits the costs between Account 107, Construction Work In Progress, and Account 108,
Accumulated Provision for Depreciation of Electric Plant in Service, based on the work
to be done. Any charge to that work order and task will be split to these accounts based
on that estimate.
