In attendance were Commissioners Paul Kjellander, Mack Redford and Marsha Smith. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETINGS on Tuesday, February 21, 2012 and Monday, February 27, 2012. The Commission voted unanimously to approve the minutes as written. The next order of business was approval of the CONSENT AGENDA: 2. Carolee Hall's February 23, 2012 Decision Memorandum re: Application of ALEC, Inc. Requesting a Name Change to ALEC, LLC. for Certificate No. 489, Case No. ALE-T-09-01. 3. Douglas Cox's February 21, 2012 Decision Memorandum re: Idaho Power Tariff Advice No. 12-03 Implementing a 1.00% Franchise Fee Agreement with the City of Oakley, Idaho. 4. Karl Klein's March 1, 2012 Decision Memorandum re: Idaho Power's Application to Increase Rates to Recover the Boardman Balancing Account, Case No. IPC-E-12-09. 5. Karl Klein's March 1, 2012 Decision Memorandum re: Idaho Power's Application to Revise Depreciation Rates and Increase Base Rates, Case No. IPC-E-12-08. 6. Keith Hessing's February 28, 2012 Decision Memorandum re: Idaho Power Company Tariff Advice No. 12-04, Facilities Charge Consent and Acknowledgement Form. 7. Neil Price's March 2, 2012 Decision Memorandum re: Application of Optix Media for a Certificate of Public Convenience and Necessity, Case No. OML-T-12-01. 8. Neil Price's February 28, 2012 Decision Memorandum re: Avista's Application to Change the Depreciation Method of Its Transportation Equipment, Case Nos. AVU-E-12-03 and AVU-G-12-02. 9. Weldon Stutzman's February 21, 2012 Decision Memorandum re: Idaho Power's Application to Decrease Rates to Remove Accelerated Depreciation Expense for Its Advanced Metering Infrastructure, Case No. IPC-E-12-07. There was no discussion and the Commission voted unanimously to approve Staff’s recommendations for items 2 through 9 on the Consent Agenda. The final order of business was FULLY SUBMITTED MATTERS: 10. Deliberation re: Application of TC Systems, Inc. for Registration as a Wholesale Telecommunications Provider in Idaho, Case No. TCS-T-11-01. [Neil Price, Attorney] Commissioner Kjellander stated that item 10 would be deliberated privately.
