COMES NOW, Idaho Power Company ("Idaho Powet' or "Company"), and in
response to the Tenth Production Request of the Commission Staff to Idaho Power
Company dated August 9, 2011, herewith submits the following information:

REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 1
REQUEST NO. 171: For each of the municipalities listed below, please provide
the following information regarding biled revenues, uncollectables, and franchise fee
amounts remitted for Calendar Years 2010 and 2011 to present. For the table below,
billed revenues means the amount of money billed by the Company for the sale,
transmission and distribution of electricity to customers within each city.

of the current franchise fee agreement or ordinance applicable to the Company. If the
current agreement or ordinance is less than three (3) years old, also provide a copy of
the previous franchise fee agreement or ordinance.

REQUEST NO. 174: During 2011, has the Company had discussions or
negotiations with city representatives regarding the possibilty of increasing municipal
franchise fees? If so, identify the cities that have engaged in discussions or inquired
about increasing their municipal franchise fees. What is the status of those
discussions?
RESPONSE TO REQUEST NO. 174: During 2011, several cities have
approached the Company to discuss the possibilty of increasing municipal franchise
fees. The following is a list of those cities and the current status of the discussions or
negotiations:
City Status
Nampa The City of Nampa requested to increase the municipal franchise fee
from 1 percent to 3 percent. The Company has consented to approve a
.25 percent increase in 2011 and a .25 percent increase in 2012.The
first reading of the ordinance to increase the fee was August 15, 2011, at
the Nampa City Council meeting.
Boise The City of Boise requested to increase the municipal franchise fee from
1 percent to 3 percent.The Company has consented to approve a .25
percent increase in 2011 and a .25 percent increase in 2012. The final
reading of the ordinance to increase the fee was August 16, 2011, at the
Boise City Council meeting.The ordinance was approved and wil take
full force and effect on October 1, 2011, after its passage, approval,
publication, and written acceptance.
Eagle The City of Eagle discussed the possibilty of increasing the municipal
franchise fee to 3 percent. No action has been taken to date.
Rockland The City of Rockland discussed the possibility of increasing the municipal
franchise fee to 3 percent. No action has been taken to date.

REQUEST NO. 175: Please identify the individual or individuals that evaluate
whether the Company should consent to an increase in a municipal franchise fee.
Please identify the individual, individuals, or the management unit that give the
Company's final consent or authorization for an increase in municipal franchise fees.
RESPONSE TO REQUEST NO. 175: The Company's Community Relations
Representatives maintain the primary relationship with elected city officials. In the event
a city formally requests to increase the municipal franchise fee, the Community
Relations Representative would receive the request and be the initial Company
employee to evaluate the city's request.
Once the city's request is received, the Community Relations Representative wil
inform the Regional Customer Relations Manager and the Regional Manager (the
"Regional Group") of the city's request. The Regional Group wil discuss and evaluate
the city's request and recommend a response.
The recommended response is then presented, discussed, and evaluated with
the Vice President of Customer Operations. Following that review, the Vice President of
Customer Operations presents the final recommendation to the Executive Vice
President of Operations for final approval.

REQUEST NO. 176: Please provide the following information related to
corporate or chartered aircraft:
a) Please provide the breakdown by expense item and by FERC account
and sub-account for all amounts spent on corporate or chartered aircraft during 2010.
b) Please identify each trip and travel event, including the outbound and
return destination, the amount spent per trip and the business reason for the trip.
c) Please identify the Company and IDACORP personnel using the
corporate or chartered aircraft and any other people traveling, if not Company or
IDACORP employees.
d) Please make the aircraft travel logs for 2010 available to Commission
Staff.
RESPONSE TO REQUEST NO. 176:
a) Please see the attached spreadsheet, Corporate Jet Expenses 2010.xlsx,
for 2010 expenses.
b) Please see the attached spreadsheet, 201 OCorpPlane Usage. xlsx.
c) Please see the attached spreadsheet, 2010CorpPlaneUsage.xlsx.
d) The information requested is voluminous and as a result wil be made
available for examination at Idaho Power's corporate headquarters. Please contact

to review the requested information.

REQUEST NO. 177: Please provide the following information related to travel
and training:
a) Please provide the total amount spent during 2010 for travel and training
for Company executives.
b) Please show the business purpose of the travel and the business purpose
and title of the training for the Company executives that are also IDACORP executives.
c) Please provide an itemized amount for each executive by trip and/or
training.
d) Please provide all amounts by FERC account and sub-account.
RESPONSE TO REQUEST NO. 177:
a) The Company spent $126,394.39 for officer travel and training in 2010.
This amount includes $27,256.83 in travel and training that was incurred and recorded
in both Federal Energy Regulatory Commission ("FERC") Account 107 (Construction
Work in Progress) and various 400 (below the line) accounts. Both FERC Account 107
and the 400 accounts are excluded from the revenue requirement. In addition, in an
effort to ensure only officer expenses attributable to Idaho Power were included in the
test year, the Company removed a percentage of additional officer expenses in the
amount of $9,800.00, included in operations and maintenance accounts in Jones Exhibit
No. 15, pp. 4-18.
b & c) Please see the attached Excel file. Please note this Request asks for
information to be provided in a format which varies from the way the Company reports
and tracks the expenses. Idaho Power does not record or track travel or training either
