In response to IIPA Request 3, the Company provided weather normalized, monthy billng determinant data for the Residential customers. It is our understading that Residential test year biling determinant data for 20 II provided on Exhibit 29, page i is weather normalized as well. Please answer the following: a. What, ifany, differences exist between the weather normalization of the 20 i 0 data provided in IIP A Response 3 and those used for the Exhibit 29 data? b. Assumng that the 20 i 0 data in IIP A Response 3 was premised upon actu 20 i 0 usage and then weather normalized, what was the source of the base data for the Exhibit 29 information? Did the Company star with 2010 data (normalized or actual) and then make adjustments for 2011 or did the Company star with some other basis and build this data from the ground up? c. The monthly "Min Bil" data is the same between the 2010 data in IIPA Response 3 and Exhibit 29. Please explain why. d. As expected, the number of monthy "Bils" increases each month in the Exhibit 29 data over that found for 20 i 0 in the IIP A Response 3 data. For example the Janua data increased 3,134, the June data only increased IDAHO IRRGATION PUMPERS ASSOCIATION, INC.'S FIFTH DATA REQUEST TO IDAHO POWER COMPANY i 2,987, and the December data increased 4,664. Please explain how these values are derived for 2011 such that the monthly increase is different each month. e. Generally, the amount of "Total kWh" increases each month in the Exhbit 29 data over the "NORM kWh" data found for 2010 in the IIP A Response 3 data. For example the total Januar kWh data increased 0.88%, the Februar kWh data increased 2.08%, and the September kWh data increased 8.58%. If both sets of data are weather normalized, why are there such vast differences in the percentage increase in the varous months? f. In a maner similar to "e" above, why is the "Total kWh" data for May 2011 in Exhibit 29, less than the May 2010 data in IIP A Response 3 by 0.61%? g. Please explain the calculation/methodology used in the development of the usage figures for the varous rate blocks such that for the Januar 2011 data the increase in all six usage blocks listed is the same 0.88% over the same six usage blocks for the Janua 2010 data. 46. In response to IIPA Request 3, the Company provided weather normalized, monthly biling determinant data for the Irrigation customers. It is our understading that Irrgation test year biling determinant data for 2011 provided on Exhibit 29, page 1 is weather normalized as well. Please answer the following: a. What, if any, differences exist between the weather normalization of the 2010 data provided in IIPA Response 3 and those used for the Exhibit 29 data? b. Assuming that the 2010 data in IIPA Response 3 was premised upon actual 2010 usage and then weather normalized, what was the source of the base data for the Exhbit 29 information? Did the Company sta with 2010 data (normalized or actu) and then make adjustments for 2011 or did the Company star with some other basis and build this data from the ground up? c. Please explain why the number of "In Bils" and "Out-Bils" increased for the test year data in Exhbit 29, compared to either the normalized data for 2010 in the Response to IIP A Request 3 or the actual data for 2010 in the Response to DOE 3-20. d. Please explain why the tota Irrgation usage (kWh) decreased for the test year data in Exhibit 29, compared to the normalized data for 2010 in the Response to IIP A Request 3. Please explain the calculation/methodology used in the development of the usage figures for the two sumer energy rate blocks such that for the percentage change (from that of2010 values) is the same. f. When comparng the Irrgation energy usage by block in the sumer months in Exhibit 29 with the normalized energy blocks for 2010 in the Response to IIIPA Request 3, there is a wide range of change between each month. For example, compared to normalized 2010 data, the June usage increased 10.7%, while the August usage decreased 12.8%. Why are there such large fluctuations in the normalized data between similar months? 47. Please update the response to IIP A Request 3 for all rate schedules through the most recent month available. 48. Please update the response to DOE Request 3-20 for all rate schedules through the most recent month available.
