COMMISSION STAFF TO IDAHO

COMES NOW, Idaho Power Company ("Idaho Powet' or "Company"), and in
response to the Seventh Production Request of the Commission Staff to Idaho Power
Company dated August 3, 2011, herewith submits the following information:
IDAHO POWER COMPANY'S RESPONSE TO THE SEVENTH PRODUCTION
REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 1
REQUEST NO. 142: Does the Company establish a benchmark for the following
reliabilty measures?
1. System Average Interruption Duration Index (SAIDI),
2. System Average Interruption Frequency Index (SAIFI), and
3. Momentary Average Interruption Frequency Index (MAIFI).
If so: (a) What is the objective of the established standard?
(b) What is the benchmark for each of the past seven years (2003-
2010)? Please provide a comparison of the actual measure to the established
benchmark set internally by the Company.
(c) How frequently is the benchmark revised?
(d) Please provide an analysis of the specific events that contributed to
any major deviation from the established benchmark.
(e) Please provide a summary of how the reliabilty performance
benchmarks are established by the Company.
RESPONSE TO REQUEST NO. 142:
1. The Company has no formal SAIDI benchmarks.
2. Yes. Since 2006, the Company has established SAIFI performance goals
for its "commercial" (rate 07, rate 09) customers.
(a) These goals were established as part of the Company's
employee incentive pay plan, exposing a portion of employee pay to risk, based on
Company performance. There is a minimum level to be achieved, a goal, and a
maximum payout leveL.

(b & c) The goals for each year of the program are reproduced in the
table below. No other "standards" or "benchmarks" have been in place during the last
seven years. Note that the "Actual" row in the table below is taken from the certified
end-of-year results that are sent to and used by the finance department for incentive
pay calculation.

(d) Please note that 2006 was the first year of the program and the
first full year of implementation of the Outage Management System and associated
business processes. The Company has not experienced a specific event that
contributed to a major deviation from established benchmarks.
(e) The benchmarks have been set and revised by considering the
Company's past performance, including statistical variation, and by comparing this
performance to its regional neighboring utilties and to other U.S. utilities.
3. Idaho Power has no formal MAIFI benchmarks.

REQUEST NO. 143: Does the Company attempt to identify its worst-performing
circuits? If so, please identify the five worst-performing circuits for each of the past
three years and describe how the worst-performing circuits are identified. For each of
the circuits identified, please describe any work performed or projects completed to
improve the circuit's performance.
RESPONSE TO REQUEST NO. 143: The Company does not specifically
designate "worst circuits." Identification of "worst circuits" has been found to be a
questionable practice for improving reliabilty (Brown, R. E., Engel, M. V., and Spare, J.
H. (2005). "Making sense of worst-performing feeders," IEEE Transactions on Power
Systems, 20(2), 1173-1178).
Idaho Power does use a variety of reports of sub-circuit performance as part of a
process for identifying the most effective strategies for improving distribution reliabilty.
Performance measurements are considered in combination with engineering analysis to
determine specific improvements that can be made.

REQUEST NO. 144: Please provide a list of measurements and reports
generated by the Outage Management System. Please provide examples of the
reports.
RESPONSE TO REQUEST NO. 144: The Outage Management System tracks
SAIFI, SAIDI and, to some extent, MAIFI (note that MAIFI is not consistently tracked
across the utility industry.) A derived index is the Customer Average Interruption
Duration Index (CAIDI = SAIDI/SAIFI). Idaho Power has reports that calculate these
indices for the entire system, for specific circuits or operational areas, and for specified
time intervals within the past five years.
Reports provided by the Outage Management Systems include the following:

IDAHO POWER COMPANY'S RESPONSE TO THE SEVENTH PRODUCTION
REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 12
REQUEST NO. 146: Please list and summarize the cause for any NERCIWECC
penalties or fines imposed, either through audit or self-reporting, during the past three
year period.
RESPONSE TO REQUEST NO. 146: North American Electric Reliabilty
Corporation ("NERC")/Western Electricity Coordinating Council ("WECC") assessed a
total penalty of $140,000 for violations of mandatory reliability and Critical Infrastructure
Protection ("CIP") standards identified during a Reliabilty Standards Audit performed in
2009. Additionally, Idaho Power was assessed $28,000 in penalties arising from self-
reports associated with violations of mandatory reliabilty and CIP standards that
occurred in 2009 and 2010.
In particular, NERC/wECC imposed, and Idaho Power paid, a penalty of
$130,000 for violations of mandatory reliabilty and CIP standards identified during a
Reliability Standards Audit in 2009. The violations identified in the Reliability Standards
Audit related to the followings standards: COM 0001-1, EOP-001-1, EOP-005-1, FAC-
013, PRC 005-1, VAR-001-1, CIP 001-1, CIP 0002-1, CIP 003-1, CIP 004-1, CIP 007-1.
Additionally, WECC imposed, and Idaho Power paid, a penalty of $10,000 for a
separate violation of mandatory reliabilty standard FAC-013 related to events in 2009.
NERCI WECC imposed, but Idaho Power has not yet been biled, a total of
$28,000 for self-reported violations of the following mandatory reliabilty and CIP
standards: INT 001, PRC 005, VAR 002b-1, CIP 004, CIP 0006, and TOP 007.

REQUEST NO. 147: Has the Company performed or completed a business
case analysis/benefit-cost study for the AMI project? If so, please provide a current
status report.
RESPONSE TO REQUEST NO. 147: The Company prepared a business
case/benefit-cost study for the Advanced Metering Infrastructure ("AMI") project that
was summarized in the "AMI Implementation Plan" dated August 31, 2007. The
business case/benefit-cost study was provided in Idaho Power Company's Response to
Staff's First Production Request in Case No. IPC-E-08-16. Please see the non-
confidential CD for a copy of that same study.
In Order No. 30726 approving the Application, Staff acknowledged, "The
immediate benefits offered by the proposed AMI technology are enough to justify its
implementation." The Company has not performed any new cost/benefit studies. As of
June 30, 2011, Idaho Power has exchanged 402,066 meters across its service territory,
or 87 percent of total expected exchanges, with expenses totaling $64.4 milion. The
Company anticipates installing approximately 60,000 additional meters and completing
23 substations upgrades by year-end for total expenditures of approximately $74.5
million, as originally estimated.

voltage on load busses for an N-1 event. In
addition to meeting the reliabilty standard,
the shunt capacitor bank provides Idaho
Powets Grid Operations personnel another
device to manage system voltage in eastern
Oregon.

GSHN terminal
The prior wave trap was rated for 400 amps,
which is below the line conductor continuous
rating of 610 amps and 59 percent of the
emergency rating of 685 amps. Failure to
replace the wave trap would require a
reduction of the Bridger West transfer path,
which would compromise the ability to import
the Jim Bridger generation.
Ontario - Replace wave trap on Quart
terminal and remove wave trap on
Emmett terminal
The prior wave trap was rated for 400 amps,
which is below the line conductor continuous
rating of 610 amps and 59 percent of the
emergency rating of 685 amps. Failure to
replace the wave trap would require a
reduction of the Brownlee East transfer path,
which would compromise the abilty to serve

Quart - Replace wave trap on Ontario
terminal
The prior wave trap was rated for 400 amps,

600 amps, which is 66 percent of the winter
emergency rating of 916 amps. Failure to
replace the current transformers would
require a reduction of the Brownlee East
transfer path, which would compromise the
ability to serve load.

The prior jumpers were limited to 1223 amps,
which is 88 percent of the line emergency
rating of 1396 amps. Failure to replace the
jumpers would limit the Danskin power

which is 44 percent of the line emergency
