IPC-E-1l-8 ELEVENTH PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY The Staff of the Idaho Public Utilities Commission, by and through its attorneys of record, Donald L. Howell, II and Karl T. Klein, Deputy Attorneys General, requests that Idaho Power Company (Company; IPC) provide the following documents and information as soon as possible, but no later than THURSDAY, SEPTEMBER 8, 2011. This Production Request is to be considered as continuing, and the Company is requested to provide, by way of supplementary responses, additional documents that it or any person acting on its behalf may later obtain that wil augment the documents or information produced. Please provide answers to each question, supporting workpapers that provide detail or are the source of information used in calculations, and the name, job title and telephone number of the person preparng the documents. Please identify the name, job title, location and telephone number of the record holder. ELEVENTH PRODUCTION REQUEST TO IDAHO POWER COMPANY 1 AUGUST 18,2011 In addition to the written copies provided as response to the requests, please provide all Excel and electronic fies on CD with formulas activated. REQUEST NO. 178: On line 60 of Larkin's Exhibit No. 36, the costs of providing energy in the sumer compared to non-sumer show a 43.54% difference. However, when designing residential rates, the Company proposes a difference of 11.13% between the average energy unit costs in the sumer compared to non-summer. Please explain how the Company determined what the proper rate differential should be in this case. REQUEST NO. 179: On page 5 of Youngblood's testimony, he says for "most of the Company's tariff schedules, the Company is proposing to leave the current rate design structure in place, while adjusting each of the biling components to move incrementally closer to their cost of service." Please explain how the Company determined the incremental amount to move each of the biling components toward cost-of-service. REQUEST NO. 180: Has the Company collected data or completed analysis on customers that heat with electricity? If so, please provide all studies or analysis showing the impact of the non-summer three-tier rate structure. If not, please explain why the Company has not collected data or completed any analysis.
