Please provide a cost of service study that uses the average of the weighted and unweighted D13 allocation factors as accepted by the Commission in Idaho Powets last General Rate Case. Please provide the complete model in excel format with all formulas functionaL. RESPONSE TO REQUEST NO. 31: The Company agrees that the filed class cost-of-service study incorrectly used unweighted D13 allocation factors. The attached Excel files provide updated versions of Company witness Matthew T. Larkin's Exhibit Nos. 31-36 and 38 reflecting the correct use of the averaged D13 allocation factors.
