HomeMy WebLinkAbout20120213min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING FEBRUARY 13, 2012 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Mack Redford and Marsha Smith. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, January 30, 2012. The Commission voted unanimously to approve the minutes as written. The next order of business was approval of the CONSENT AGENDA: 2. Bryan Lanspery's February 13, 2012 Decision Memorandum re: PacifiCorp Tariff Advice 12-01, Proposed Revisions to Electric Service for Security Area Lighting Schedules No. 7 and 7A, Street Light Schedule No. 11 and Regulation No. 12 Line Extensions for Street Lighting. 3. Grace Seaman's February 1, 2012 Decision Memorandum re: Cable One Inc.'s Broadband Tax Credit Application for 2008, 2009, 2010, Case No. GNR-T-11-05. 4. Karl Klein's February 10, 2012 Decision Memorandum re: Avista's Application to Approve a Territory Allocation Agreement with Clearwater Power Company, Case No. AVU-E-12-02. 5. Neil Price's February 9, 2012 Decision Memorandum re: Application of Cricket Communications, Inc. for Designation as an Eligible Telecommunications Carrier, Case No. CRI-T-11-01. 6. Neil Price's February 10, 2012 Decision Memorandum re: Rocky Mountain Power's Application to Increase Rates Through Its Energy Cost Adjustment Mechanism (ECAM), Case No. PAC-E-12-03. 7. Weldon Stutzman's February 3, 2012 Decision Memorandum re: Idaho Power Company's Application to Convert Its Fixed Cost Adjustment from a Pilot Program to a Permanent Schedule, Case No. IPC-E-11-19. 11. Weldon Stutzman's February 10, 2012 Decision Memorandum re: Rocky Mountain Power's Application to Modify the Service and Performance Quality Reporting Requirements in Order No. 29998, Case No. PAC-E-12-02. Regarding item 3, Commissioner Smith asked for clarification as to what Staff is proposing to send to the Tax Commission—i.e. was the recommendation that the Commission’s Order qualify those itemizations that are clearly eligible and leave it to the Tax Commission to determine whether the others are a qualified investment. Ms. Seaman confirmed that was Staff’s recommendation. Regarding item 10, Commissioner Smith asked if the Commission had extended the FCA as a pilot. Mr. Stutzman confirmed it had not been extended and the pilot period is over. Mr. Lobb added that the FCA is continuing in terms of collecting or returning the money that has accrued during the last program year, and the deferral account is no longer accruing any money from January 1st. He said the idea is that accrual can occur after a decision is made whether to proceed with the program or not. Commissioner Smith asked if there will be a “catch up” if the Commission decides to make it permanent. Mr. Lobb confirmed that was correct and it is just an accrual action from January 1st. There was no further discussion and the Commission voted unanimously to approve Staff’s recommendations for items 2 through 11 on the Consent Agenda. Deliberation re: Idaho Power's Application for a Determination Regarding the Firm Energy Sales Agreement with High Mesa Energy, Case No. IPC-E-11-26. [Kristine Sasser, Attorney] 15. Deliberation re: Idaho Power's Application for a Determination Regarding the Firm Energy Sales Agreement with Dynamis Energy, Case No. IPC-E-11-25. [Kristine Sasser, Attorney] 16. Deliberation re: Application of Teton Springs Water and Sewer Company, Case No. TTS-W-11-01. [Neil Price, Attorney] Commissioner Kjellander stated that items 12 through 16 would be deliberated privately.
