HomeMy WebLinkAbout20120117min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING JANUARY 17, 2012 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Mack Redford and Marsha Smith. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Monday, January 9, 2012. The Commission voted unanimously to approve the minutes as written. The next order of business was approval of the CONSENT AGENDA: 2. Carolee Hall's January 11, 2012 Decision Memorandum re: Electric Lightwave, LLC dba Integra Telecom's (Integra) Petition for a Waiver of FCC Threshold Requirements for Numbering Resources in Idaho's Boise Rate Center, Case No. ELI-T-11-01. 3. Keith Hessing's January 12, 2012 Decision Memorandum re: Order No. 32426 - Schedule 29 (JR Simplot Special Contract) Compliance Filing, Case No. IPC-E-11-08. 4. Kristine Sasser's January 12, 2012 Decision Memorandum re: Avista's Joint Application with Kootenai Electric Cooperative for Approval of a Power Purchase Agreement, Case No. AVU-E-12-01. 5. Kristine Sasser's January 10, 2012 Decision Memorandum re: Idaho Power's Annual Compliance Filing to Update Charges and Credits Under Rule H, Case No. IPC-E-12-03. 6. Neil Price's January 13, 2012 Decision Memorandum re: Application of TC Systems, Inc. for Registration as a Wholesale Telecommunications Provider in Idaho, Case No. TCS-T-11-01. There was no discussion and the Commission voted unanimously to approve Staff’s recommendations for items 2 – 6 on the Consent Agenda. The next order of business was MATTERS IN PROGRESS: 7. D. Klein & N. Hylton's January 9, 2012 Decision Memorandum re: Formal Complaint of Bonnie Menth and Vicky Davis Against Idaho Power Objecting to the Installation of AMI Meters. Mr. Klein and Ms. Hylton reviewed the Decision Memo. Commissioner Redford asked if the complainants are sharing the same meter, and Ms. Hylton confirmed that they do not share the same meter. Commissioner Smith made a motion to accept the formal complaints, consolidating them into one complaint, and she requested that when the Summons is sent to Idaho Power, the Commission ask for information on the cost of uninstalling a meter and reinstalling a different meter, and the costs of not being able to remotely gather usage data for billing purposes. Commissioner Kjellander added that as part of the process, the Commission might be able to look at other potential options such as estimating the billing and maybe reading the actual meter several times a year, if they should go back to an analog opt-out. There was no further discussion. A vote was taken on the motion and it carried unanimously. The final order of business was FULLY SUBMITTED MATTERS: 8. Deliberation re: Avista's 2011 Integrated Resource Plan, Case No. AVU-E-11-04. [Karl Klein, Attorney] 9. Deliberation re: Application of Geils Communications, Inc. for a Certificate of Public Convenience and Necessity, Case No. GEI-T-11-01. Commissioner Kjellander stated that items 8 and 9 would be deliberated privately.
