HomeMy WebLinkAbout20111221min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING DECEMBER 21, 2011 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Mack Redford and Marsha Smith. Commissioner Kjellander called the meeting to order. The first order of business was PROPOSED ITEM FOR ADDITION TO THE AGENDA UNDER FULLY SUBMITTED MATTERS: 7. Idaho Power Company’s Application to Extend and Modify Accounting Order to Amortize Additional Accumulated Deferred Income Tax Credits (ADITC), Case No. IPC-E-11-22. [Weldon Stutzman, Attorney.] Commissioner Kjellander asked Mr. Stutzman to review the requested addition. Mr. Stutzman stated the item was on a “fast track” with a shorter than normal comment period, which had just ended the day before, December 20th. Therefore, he was requesting it be included on this agenda. Commissioner Smith noted that items under FULLY SUBMITTED MATTERS are listed for the courtesy of those who follow the proceedings of the Commission and it is not a requirement that they be on the agenda. She said the Commission has the right to deliberate on any fully submitted matter whether it has appeared on an agenda or not; however, she did not oppose adding this item to the agenda. Commissioner Kjellander made a motion to add the item to the agenda under the heading of FULLY SUBMITTED MATTERS. A vote was taken on the motion and it carried unanimously. The second order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Wednesday, December 14, 2011. The Commission voted unanimously to approve the minutes as written. The next order of business was approval of the CONSENT AGENDA: 2. Bev Barker's December 19, 2011 Decision Memorandum re: Idaho Power Tariff Advice No. 11-04. 3. Cathleen McHugh's December 16, 2011 Decision Memorandum re: Tariff Advice No. 11-03; Idaho Power Company's Revisions to Schedule 98, BPA Residential and Small Farm Energy Credit. 4. Grace Seaman's December 15, 2011 Decision Memorandum re: Cancellation of MY TEL CO., Inc.'s Certificate No. 469. 5. Kristine Sasser's December 19, 2011 Decision Memorandum re: Idaho Power's Application for a Determination Regarding the Firm Energy Sales Agreement with Riverside Investments, Case No. IPC-E-11-27. There was no discussion and the Commission voted unanimously to approve Staff’s recommendations for items 2 – 5 on the Consent Agenda. The next order of business was MATTERS IN PROGRESS: 6. Terri Carlock's December 19, 2011 Decision Memorandum re: Intermountain Gas Company's Application to Change Its Composite Depreciation Rate, Case No. INT-G-11-02. Ms. Carlock reviewed her Decision Memo. There was no discussion and Commissioner Smith made a motion to approve the Application of Intermountain Gas to change its composite depreciation rates. A vote was taken on the motion and it carried unanimously. The final order of business was FULLY SUBMITTED MATTERS: 7. Idaho Power Company’s Application to Extend and Modify Accounting Order to Amortize Additional Accumulated Deferred Income Tax Credits (ADITC), Case No. IPC-E-11-22. [Weldon Stutzman, Attorney.] Commissioner Kjellander stated that item 7 would be deliberated privately.
