COMES NOW, Idaho Power Company ("Idaho Powet' or "Company"), and in
supplemental response to the Commission Staffs Production Request No. 20 to Idaho
Power Company dated November 4, 2010, herewith submits the following information:
IDAHO POWER COMPANY'S SUPPLEMENTAL RESPONSE TO THE
COMMISSION STAFF'S PRODUCTION REQUEST NO. 20 TO IDAHO POWER COMPANY - 1
REQUEST NO. 20: Please provide a list of all studies or analyses completed
relating to the retirement benefits package review. Also provide a copy of each
study/analysis or identify the Production Request Response where it has been provided.
SUPPLEMENTAL RESPONSE TO REQUEST NO. 20: Please see the attached
Millman letter dated November 17,2010. This letter should have been produced with
the "Annual Retirement Benefits Review Summary" provided in the Company's initial
response. The Company apologizes for this oversight.
The response to this Request was prepared by Sharon Gerschultz, Director of
Compensation and Benefits, Idaho Power Company, in consultation with lisa D.
Nordstrom, Lead Counsel, Idaho Power Company.

Re: Millman, Inc. Analysis for Idaho Power Company Benefits Review
Dear Sir or Madam:
As part of Idaho Power Company's 2010 annual benefits review process, they requested
that Millman model a cash balance plan design as a retirement program alternative. The
results of Milliman's analysis were provided from Millman to Idaho Power in July, 2010.
This information is referred to as Millman's Report. Miliman's Report was prepared for the
use of, and only to be relied upon by, Idaho Power Company and its management. The
Miliman Report was not to be released to any third party without Millman's consent.
The Miliman Report has been provided to the Idaho Public Utilities Commission as part of a
pension filing. Miliman consents to the release of its Report to the Idaho Public Utilities
Commission under the following conditions:
1. The Idaho Public Utilities Commission understands the Millman Report was prepared
for Idaho Power Company and its management, and not for any other party. As such,
Miliman makes no representation or warranties as to the accuracy or completeness of
the Miliman Report to any third party including the Idaho Public Utilities Commission.
2. The Idaho Public Utilities Commission acknowledges the Miliman Report is a complex,
technical analysis, and that Milliman recommends the Idaho Public Utilities Commission
be aided by its own actuary when reviewing the Millman Report.
3. Any distribution of the Miliman Report to third parties wil be in its entirety including the
Millman methodology page.
