M. 2 3 4 COMMISSIONER REDFORD: We'll go on the 5 record and this morning we're at the Idaho Public 6 Utili ties Commission in Boise, Idaho. All Commissioners 7 are present, Commissioner Marsha Smith, Commissioner Jim 8 Kempton and myself, Mack Redford. I'll be the Chairman 9 and this is in Case IPC-E-09-32 and I will ask the 10 attorneys please to make their appearances. Lisa? 11 MS. NORDSTROM: I'm Lisa Nordstrom and I 12 represent Idaho Power Company and seated with me is Mike 13 Brachy who is an engineering proj ect leader. 14 COMMISSIONER REDFORD: And-- 15 MS. SASSER: Kristine Sasser representing 16 Staff. 17 COMMISSIONER REDFORD: Okay, and we have a 18 court reporter. There are no other parties or other 19 attorneys here to make an appearance. I'll just read a 20 little bit into the record. On November 13, 2009, Idaho 21 Power Company filed an application requesting authority 22 to sell to PacifiCorp the Goshen series capacitor bank. 23 I understand the Goshen series capacitor bank is located 24 near Shelley in eastern Idaho. The Goshen series 25 capaci tor bank is a 345 kV, 3-phase, 60 Hz, 2 equal CSB REPORTING (208) 890-5198 1 COLLOQUY . . . 1 segment, outdoor series capacitor bank. The bank is part 2 of the larger Jim Bridger transmission system that is 3 jointly -- that is owned jointly by Idaho Power and 4 PacifiCorp. 5 We have -- originally when Idaho Power 6 filed the application to sell this piece of equipment, 7 Idaho Power asked that this matter be handled by modified 8 procedure. The Commission agreed; however, we discovered 9 that for sales of equipment of this nature, there was a 10 requirement that we have a public hearing pursuant to 11 Idaho Code 61-328. That is the reason we're here today 12 to take public comment and there will be no testimony by 13 the Commission or by the Staff. 14 Lisa, if you wouldn't mind, we'd like to 15 have a brief statement from the Company as to this sale. 16 It doesn't need to be very long, but we need it for the 17 record. 18 MS. NORDSTROM: Thank you, 19 Mr. Commissioner.Idaho Power is seeking to sell its 20 Goshen series capacitor bank at this time.It is part of 21 the larger Jim Bridger transmission system that Idaho 22 Power jointly owns with PacifiCorp and it is located in 23 eastern Idaho, and Idaho Power works closely with 24 PacifiCorp with regards to transmission-related issues 25 for power coming from the Jim Bridger plant and as the CSB REPORTING (208) 890-5198 2 COLLOQUY . . . 1 utili ties are working together to upgrade and enhance 2 their transmission system out there, Idaho Power no 3 longer had need for this capacitor bank and it is 4 configured in a way that is beneficial to PacifiCorp. 5 It is not something that there is a wide 6 market for and because it's designed for this particular 7 system and PacifiCorp has need for it, it seemed logical 8 that we would sell this particular piece of equipment to 9 PacifiCorp for its system, and both parties believe it is 10 in the best interest and will enhance our overall system 11 given how interconnected we are. 12 COMMISSIONER REDFORD: Thank you. This 13 is, as I stated previously, a public hearing. 14 Notwi thstanding that there does not appear to be anyone 15 here to testify, I'd like the record nevertheless to show 16 that if there is anyone here to testify or comes in in 17 the next few seconds, people are able to testify under 18 oath as to their feelings about this asset transfer. As 19 I stated previously, this is a requirement of the Idaho 20 Code on assets of this nature and I believe the asset 21 value is somewhere higher than $6 million. 22 At this time I'll call for any public 23 testimony.
