IPC-E-09-03 ) ) IDAHO POWER COMPANY'S ) RESPONSES TO THE IDAHO ) IRRIGATION PUMPERS ) ASSOCIATIONS, INC.'S SECOND ) DATA REQUESTS TO IDAHO POWER ) COMPANY COMES NOW, Idaho Power Company ("Idaho Power" or "the Company"), and in response to the Idaho Irrigation Pumpers Association, Inc.'s Second Data Requests to Idaho Power Company dated June 2,2009, herewith submits the following information: IDAHO POWER COMPANY'S RESPONSES TO THE IDAHO IRRIGATION PUMPERS ASSOCIATIONS, INC:S SECOND DATA REQUESTS TO IDAHO POWER COMPANY - 1 REQUEST NO.7: Exhibit 47 in Case No. IPC-E-08-10 lists the average (and under separate annual water conditions), the monthly cost and generation by various categories of supply for the Company's overall power costs. Please provide in Excel format similar information assuming 2008 normalized loads: a. The Net Power Supply Cost results, using the same plant and market conditions as in Exhibit 47. (It is assumed that the results would be the same as that found in Exhibit 47. If the results are different, please explain the basis of the difference.) b. The same assumptions as "a" above, with the addition of a generation facility similar to Langley Gulch. c. The same assumptions as in "a" above, with 75 MW of additional irrigation interruptibility for each Monday, Tuesday, Wednesday, and Thursday (except July 4) from 2:00 p.m. until 8:00 p.m. d. The same assumptions as in "c" above, with the addition of a generation facility similar to Langely Gulch. RESPONSE TO REQUEST NO.7: a. The net power supply expenses in Exhibit No. 47 from Case No. IPC-E-08-10 already contained 2008 normalized loads; therefore the information contained in Attachment 1 response to part a. is identical to the information contained in Exhibit No. 47. b. Attachment 2 contains the same assumptions as "a" above with the addition of a generation facility similar to Langley Gulch. In this run, Langley Gulch provided 998,432 MWh of generation at a cost of IDAHO POWER COMPANY'S RESPONSES TO THE IDAHO IRRIGATION PUMPERS ASSOCIATIONS, INC:S SECOND DATA REQUESTS TO IDAHO POWER COMPANY - 2 $56.9 millon. The generation from Langley Gulch displaces purchased power by 249,717 MWh and $19 millon, while increasing surplus sales by 726,673 MWh and $47 millon. The net effect associated with the addition of Langley Gulch was a reduction in the Company's net power supply expenses from $88.4 millon to $78.2 millon, a reduction of $10.2 millon. Non-fuel costs associated with the Langley Gulch power plant are not reflected in power supply expense runs. c. Attachment 3 contains the same assumptions as "a" above with the addition of the 75 MW irrigation interruptibility for each Monday, Tuesday, Wednesday, and Thursday (except July 4) from 2:00 p.m. until 8:00 p.m. In this scenario, the Company assumed a cost of interruption equal to payments that would be made for such interruptions under the Peak Rewards program. As a result, net power supply expenses increase when the 75 MW irrigation interruptibility program is included. The Company's net power supply expenses increase from $88.4 millon to $95.2 milion, an increase ,of $6.8 million. The $7.8 milion cost associated with irrigation interruptibility was quantified by dividing the program incentive cost of $32 per kW by the program hours of 60, and then multiplied by 1,000 to convert into MWh, which equal $533 per MWh. The $533 per MWh was then multiplied by 14,700 MWh to equal $7.8 millon. If interruptibility came at no cost, net power IDAHO POWER COMPANY'S RESPONSES TO THE IDAHO IRRIGATION PUMPERS ASSOCIATIONS, INC:S SECOND DATA REQUESTS TO IDAHO POWER COMPANY - 3 supply expenses would have been reduced by $1.0 millon. Due to silence in the question regarding a shifting of interrupted service to other hours, no such shifting was assumed. However, if the interruptions were similar to interruptions that occur as part of the Peak Rewards program, it would be appropriate to assume additional loads to occur in non-peak hours. d. Attachment 4 contains the same assumptions as "c" above with a generation facility similar to Langley Gulch. In this scenario, the Company's net power supply expenses increase when the 75 MW irrigation interruptibility program is included. The Company's net power supply expenses increase from $88.4 milion (from the run associated with part a.) to $85 millon, a decrease of $3.4 millon. The response to this Request was prepared by Scott Wright Idaho Power Company, in consultation with Barton L. Kline, Lead Counsel, Idaho Power Company. IDAHO POWER COMPANY'S RESPONSES TO THE IDAHO IRRIGATION PUMPERS ASSOCIATIONS, INC:S SECOND DATA REQUESTS TO IDAHO POWER COMPANY - 4 REQUEST NO.8: Exhibit 47 in Case No. IPC-E-08-1 0 lists the average (and under separate annual water conditions), the monthly cost and generation by various categories of supply for the Company's overall power costs. Please answer the following: a. What level of irrigation load management was specifically assumed in the Normalized 2008 data? b. What were the market energy rates or sales and purchases by month? RESPONSE TO REQUEST NO.8: a. The Company's normalized power supply expenses for ratemaking purposes are modeled within AURORA using monthly average loads in megawatts and hourly load shapes within months based on historical information that includes test year impacts from past programs. This methodology used for ratemaking is different than the methodology used for the Integrated Resource Plan. The IRP identifies future peak hour deficiencies based upon forecasts of peak hour loads, while the test year methodology does not. The IRP is used for planning purposes, while the test year is not. b. The tab labeled Attachment 5 on the attached CD contains the average purchased power and surplus sales from Exhibit No. 47 from Case No. IPC-E-08-10. Attachment 5 is the same as Attachment 1 from Irrigator Response 7, with the addition of two lines added at the bottom for purchased power and surplus sales.
