IPC-E-08-22 ) ) IDAHO POWER COMPANY'S ) RESPONSE TO THE BUILDING ) CONTRACTORS ASSOCIATION OF ) SOUTHWESTERN IDAHO'S FIRST SET ) OF REQUESTS FOR PRODUCTION ) TO IDAHO POWER COMPANY ) COMES NOW, Idaho Power Company ("Idaho Power" or "the Company"), and in response to the First Set of Requests for Production of The Building Contractors Association of Southwestern Idaho to Idaho Power Company dated February 27,2009, herewith submits the following information: IDAHO POWER COMPANY'S RESPONSE TO THE BUILDING CONTRACTORS ASSOCIATION OF SOUTHWESTERN IDAHO'S FIRST SET OF REQUESTS FOR PRODUCTION TO IDAHO POWER COMPANY - 1 REQUEST NO.1: For each year from 1995 through 2008, please provide Idaho Power's total distribution plant expense by customer class. For schedules 1, 7 and 9 please also provide Idaho Power's total new distribution plant expenditures to serve new customers in each year 1995 through 2008. RESPONSE TO REQUEST NO.1: The requested information is not available for all of the requested years. Idaho Power typically prepares a class cost-of-service study only as part of a general rate case proceeding. During the requested period of 1995 through 2008, Idaho Power prepared class cost-of-service studies using test years of 2003,2005,2007, and 2008 as part of Case Nos. IPC-E-03-13, IPC-E-05-28, IPC-E- 07-08, and IPC-E-08-10, respectively. Included with this response are summaries of the Company's distribution-related rate base and expenses by customer class prepared for each of those cases. The requested "total new distribution plant expenditures to serve new customers" is not tracked and therefore not available. However, the Company's Response to Request No.6 provides the number of new customers for each of the requested years, which could be combined with the information included with this response to develop the incremental cost per new customer added between the provided test year periods. IDAHO POWER COMPANY'S RESPONSE TO THE BUILDING CONTRACTORS ASSOCIATION OF SOUTHWESTERN IDAHO'S FIRST SET OF REQUESTS FOR PRODUCTION TO IDAHO POWER COMPANY - 2 REQUEST NO.2: Please state for a "typical" residential subdivision installation, approximately how many end use customers are served by a single overhead or pad mounted transformer? For purposes of responding to this request, please assume that a "typical" residential subdivision is a subdivision with a density of one or more residences per acre. If Idaho Power would characterize a "typical" residential subdivision differently, please state what Idaho Power's characterization would be and respond to this request accordingly. RESPONSE TO REQUEST NO.2: In a "typical" urban overhead subdivision with lot sizes less than 1 acre, a single overhead transformer wil serve 2 to 4 lots. In a "typical" urban underground subdivision with lot sizes less than 1 acre, a single underground transformer wil service 4 to 10 lots. The response to this Request was prepared under the direction of Scott Sparks, Senior Pricing Analyst, Idaho Power Company, in consultation with Lisa D. IDAHO POWER COMPANY'S RESPONSE TO THE BUILDING CONTRACTORS ASSOCIATION OF SOUTHWESTERN IDAHO'S FIRST SET OF REQUESTS FOR PRODUCTION TO IDAHO POWER COMPANY - 3 REQUEST NO.3: Please provide three work orders for requests for service (redacted if, and as, appropriate to maintain confidentiality customer information) made between 2005 and 2007 for a "typical" subdivision. For each request for service, please compare the costs and distribution of costs allocable to total line extension and terminal facilities, for single phase service, as those costs would be borne by the developer (Le., the billng from Idaho Power, vested interest costs, allowance for terminal facilities, and refunds per connecting customer) under Idaho Power's existing Rule H tariff and under its proposed Rule H tariff. RESPONSE TO REQUEST NO.3: Attached is information from three separate work orders for a "typical" subdivision made between 2005 and 2007. The work order information includes three major components: (1) Service Request, (2) work order summary, and (3) Customer Cost Quote. Once a Service Request is completed and signed, a work order summary is developed to estimate the total cost of the project. A work order summary can include Company-funded terminal facility allowances, refundable construction costs, unusual conditions, construction cost eligible for vesting, etc. The Customer Cost Quote identifies all customer costs and Company contributions by itemizing all project debits and credits to determine a Total Customer Payment Due. The table below compares customer/developer costs related to three "typical" underground subdivisions. Specifically, the table compares total work order costs, applicable allowances' and refunds that would be borne by a subdivision developer under the existing Rule H tariff and under the proposed Rule H tariff. The existing Rule H tariff does not allow vesting inside subdivisions and under the proposed tariff, vesting is only allowed for line installations that are not part of the initial line installation. The Excel file contains the model used to functionalize and classify the Company's Idaho revenue requirement in Case NO.IPC-E-08-10. This model was included in Case No. IPC-E-08-10 as Exhibit No. 62.
