HomeMy WebLinkAbout20110801min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING AUGUST 1, 2011 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Mack Redford, and Marsha Smith. Commissioner Kjellander called the meeting to order. The first order of business was APPROVAL OF MINUTES FROM PREVIOUS MEETING on Wednesday, July 11, 2011. The Commission voted unanimously to approve the minutes as written. The second order of business was approval of the CONSENT AGENDA: 2. Carolee Hall's July 25, 2011 Decision Memorandum re: Application for Approval of an Interconnection Agreement Between Farmers Mutual Telephone Company and Level 3 Communications, LLC, Case No. FMT-T-11-01. 3. Carolee Hall's July 22, 2011 Decision Memorandum re: Application of Qwest Communications Corporation ("QCC") Requesting an Amendment to Its Certificate No. 402 to Reflect the Merger With CenturyLink, Case No. QCC-T-04-01. 4. Klein's July 28, 2011 Decision Memorandum re: Idaho Power's Application for Approval of 2011 Service Agreement with DOE, Case No. IPC-E-11-13. 15. Karl T. Klein's July 29, 2011 Decision Memorandum re: Rocky Mountain Power's Application for Approval of Amendments to Its Power Purchase Agreements with Power County Wind Park, Case No. PAC-E-10-05. 16. Neil Price's July 29, 2011 Decision Memorandum re: PacifiCorp's General Rate Case Application, Case No. PAC-E-11-12. There was no discussion and the Commission voted unanimously to approve Staff’s recommendations for items 2 - 16 on the Consent Agenda. The third order of business was MATTERS IN PROGRESS: 17. Commission Staff's Motion to Extend Deadline for Filing Comments, Case No. IPC-E-11-10. [Kristine Sasser, Attorney.] Weldon Stutzman reviewed Staff’s motion. He said it is imperative that Staff be able to complete more discovery and thoroughly review the case, so Staff recommended an extension of the comment period to September 29th, with reply comments due October 6th. Commissioner Smith made a motion to extend the comment deadline as outlined in the motion. There was no discussion. A vote was taken on the motion and it carried unanimously. The fourth order of business was RULEMAKING: 18. Don Howell's July 22, 2011 Decision Memorandum re: Updating the Commission's Railroad Safety and Accident Reporting Rules, IDAPA Docket No. 31-7103-1101. Mr. Howell reviewed his Decision Memo. Commissioner Smith asked if the entire CFR would need to be published in order to adopt it. Mr. Howell clarified that only Rule 103 would need to be published, which is about two pages. Commissioner Kjellander asked how many more rules need to be updated, and Mr. Howell replied that Staff would be recommending updating only one other rule set—the Utility Safety and Accident Reporting Rules, which include the Gas Pipeline Safety Rules, adoption of the new Electric Safety Code, and updates to the National Fuel Gas Code and International Mechanical Code. Commissioner Smith made a motion to update the Commission’s Railroad Safety and Accident Reporting Rules and adopt the current version of the CFR, to be published in the next Administrative Bulletin. There was no further discussion. A vote was taken on the motion and it carried unanimously. The final order of business was FULLY SUBMITTED MATTERS: 19. Deliberation re: PacifiCorp's 2011 Electric Integrated Resource Plan (IRP), Case No. PAC-E-11-10. [Neil Price, Attorney.] Commissioner Kjellander stated that item 19 would be deliberated privately.
