The U.S. Departent of Energy (DOE), by and though its attorney of record, Arhur
Perr Bruder, provides the following documents and information in response to Idaho Power
Company's First Production Request to DOE.
REQUEST NO.1: Please provide copies of testimony and exhbits or comments Dr.
Goins has prepared and/or presented in any utility revenue requirement cases durng the past
three years. Testimony and comments presented in cases in which Idaho Power was a par do
not need to be provided.
RESPONSE NO.1: Please see the Appendix to Dr. Goins' direct testimony at pages 2-
14 for a listing of cases in which he has paricipated and/or presented testimony. Electronic
copies of all testimony filed by Dr. Goins in each listed case may be obtained from the web site
of the cited regulatory commission.

REQUEST NO.2: Please identify by jursdiction, case number, and date all utility
revenue requirement cases in which Dr. Goins has prePared and/or presented testimony, exhibits,
or comments in the past four years.
RESPONSE NO.2: Please see the response to Request No. 1. Topics addressed by Dr.
Goins are listed for each case.
REQUEST NO.3: Please provide copies of all electronic files, with formulas intact, that
were used or relied on to develop the analyses and/or schedules supportng Dr. Goins' testimony.
RESPONSE NO.3: Please see the Excel workbooks in the attached zip fies identified
by exhibit number. If you have any trouble opening the files, please contact Dr. Goins at
703.313.6805. (The names ofthe attached zip fies are as follows: Exhibit 607, Exhibit 608,
Exhibit 609, Exhibit 610, and Exhibit 611.)
REQUEST NO.4: Please provide copies of all workpapers and supporting documents
Dr. Goins relied on to support his testimony, exhbits, and any analysis contained therein.
RESPONSE NO.4: Please see the attached zip files. If you have any trouble opening

follows: Goins WPI and Goins WP2.) In addition to the documents included in the zip files, Dr.
Goins also relied on the fmal orders in IPC's last 3 general rates cases in Idaho, IPC's Form 1
filings for 2000 - 2007, and IPC's 2008 IR update, copies of which should be in IPC's
possession.
