RESPONSE TO REQUEST NO. 65: Idaho Power does not track the number of customers that pay their bil at a pay station but fail to call in their receipt number. RESPONSE TO REQUEST NO. 66: Customer Service Representatives verbally inform customers paying at pay station locations, to avoid disconnection, that it is necessary to contact Idaho Power with the receipt and payment information directly after submitting the payment. RESPONSE TO REQUEST NO. 69: Beginning in 2006, Customer Service Representatives' annual training has included an emphasis on offering the 2-1-1 Idaho CareLine phone number to customers. RESPONSE TO REQUEST NO. 76: Levelized payment arrangements are not tracked separately from other payment arrangements. However, for this response, accounts with payment arrangements of ten months or more are considered to be Levelized Payment arrangements~ The chart below indicates the number of accounts, with Schedule 1 and Schedule 7 service locations, that had a Levelized Payment arrangement between 2005 and 2007. Of the $45,313 shareholder donation, $20,313 paid for Salvation Army administrative services. In 2006, Idaho Power customers donated $201,226 and shareholders donated $45,123. Of the $45,123 shareholder donation, $20,123 paid for Salvation Army administrative services. Finally, in 2007, Idaho Power customers donated $198,953 and shareholders donated $44,895. Of the $44,895 shareholder donation, $20,895 paid for Salvation Army administrative services. Idaho Power employee donations are not tracked separately, as their donations are pooled with all customer donations for Project Share received through Idaho Power's billng statements. Idaho Power sends Project Share donations to the Salvation Army for use toward their clients' energy needs. The Salvation Army and The Project Share Board of Directors allot dollars as needed during the heating season regardless of heating source of their clients. The Salvation Army grants Project Share assistance to their clients based on need regardless of their heat source. During the 2004/2005 fiscal year (10/1/04-9/30/05), $188,509 was paid to assist with electric bils. For the fiscal 2005/2006 year, $176,909 was paid to assist with electric bils. And, for the 2006/2007 fiscal year (10/1/06-9/30/07), $161,452 was paid to assist with electric bils. These amounts may include funds to electric customers residing in Idaho Power's service territory but also who are not served by Idaho Power. These funds may be provided to residents of Burley, Heyburn, Rupert, Weiser, and within United Electric's territory as well as Idaho Power customers in Idaho and Oregon. This brochure informs customers of both the Winter Protection Program (the moratorium) and the availabilty of the Winter Payment Plan. In addition, the "Important Information About Your Winter Electric Service" brochure is included in the December, January, and February reminder notices sent to customers who have enrolled in the moratorium. This brochure provides customers with information about the Winter Payment Plan and encourages them to pay a portion of their electric bils during the winter months to help keep the unpaid balance as low as possible. Annually, an "Idaho Residential Consumer Information" brochure is sent to all residential customers. The brochure provides customers with information on the Winter Protection Program and the Winter Payment Plan.
