IPC-E-08-10 ) ) IDAHO POWER COMPANY'S ) RESPONSE TO THE SECOND ) PRODUCTION REQUEST OF THE ) COMMISSION STAFF TO IDAHO ) POWER COMPANY COMES NOW, Idaho Power Company ("Idaho Power" or "the Company"), and in response to the Second Production Request of the Commission Staff to Idaho Power Company dated August 27,2008, herewith submits the following information: IDAHO POWER COMPANY'S RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 1 REQUEST NO. 16: Please provide names and job titles with descriptions of duties for all employee positions in Idaho Power's Customer Relations and Energy Effciency (CR&EE) Department. RESPONSE TO REQUEST NO. 16:The enclosed CD contains an organizational chart for CR&EE group with names and job titles. The enclosed CD also contains electronic copies of Idaho Power's descriptions of duties (Workfiles) for each position on the CR&EE organization chart. There is not a Workfile for a Senior Engineer. Senior Engineers are not positions which are normally posted for new positions. These are advancement positions within the Company and, as compared to an Engineer II, a Senior Engineer requires more total experience, more expertise specific to a discipline, more independent decision making responsibilities, and leads and directs significant assignments. A comparison matrix is included in Attachment 2 which specifically addresses the requirements of the various engineering levels. There are numerous positions throughout the Company, not included on the organizational chart, that assist in the promotion and implementation of energy effciency programs and activities, including Agricultural Representatives, Customer Representatives, Major Account Representatives, Customer Service Representatives, Regional Managers, Community Service Representatives, and Senior Managers. IDAHO POWER COMPANY'S RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 2 REQUEST NO. 17: Please provide resumes of all employees of the Energy Effciency Division of the CR&EE Department. (Personal information such as home addresses and telephone numbers may be redacted). RESPONSE TO REQUEST NO. 17: In response to Request No. 16, Idaho Power provided the names, job titles, and Workfiles for all of the staff in the CR&EE department. The Company respectfully considers employee-specific data, such as information contained within resumes, as sensitive information and private to the employee and Company. Rather than provide such sensitive information to answer this request, the Company ensures the most qualified candidates are selected for each job at Idaho Power, including the Energy Efficiency Division of the CR&EE Department, through its specific hiring practices and monitors ongoing performance through a formal performance management process. The hiring process includes a comprehensive process that forwards the selection of the most qualified candidate that matches the education, skils, and experience listed within each Workfile document. For specific position requirements, the Workfile documents have been included in response to Request No. 16. IDAHO POWER COMPANY'S RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 3 REQUEST NO. 18: Please provide customer participation numbers for 2008 year to date for each of Idaho Power's energy effciency and demand response programs. RESPONSE TO REQUEST NO. 18: Participation numbers through September 8, 2008, for each of Idaho Power's energy effciency and demand response programs are contained in the table attached to this production response. Customer participation is measured differently for each program. For example, the Energy Sta~ lighting participation is measured by the number of bulbs sold. For many programs, participation is measured by the number of projects; for example, one builder may build several Energy Sta~ homes or one commercial customer may receive an incentive for several Easy Upgrades projects. Participation rates are not necessarily linear throughout the year. For example, as a general rule, participation in the Custom Efficiency program is greater in the fourth quarter due to businesses' desire to complete projects prior to the end of the calendar year. Participation metrics for 2007 may be found in Appendix 3 of the Demand-Side Management 2007 Annual Report filed with the Commission on March 14,2008. IDAHO POWER COMPANY'S RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 4 REQUEST NO. 19: Please provide an estimate for the number of different customers by customer class who have participated in one or more of Idaho Power's energy effciency programs from 2003 through 2008 to date. RESPONSE TO REQUEST NO. 19: As described in Response No. 18, Idaho Power counts participation using a variety of methods. The Company does not electronically cross reference participants' names across programs and years. As a result, a customer can be counted more than once for either multiple projects under one program or as a participant in multiple projects in multiple years. See Response No. 18 for the participation for 2008 to date. The participation by program by year from 2003 to 2008 is contained in Appendix 4 of the Demand-Side Management 2007 Annual Report which was filed with the Commission on March 14, 2008. IDAHO POWER COMPANY'S RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 5 REQUEST NO. 20: Please provide a detailed description of the "Home Weatherization Pilot", including but not limited to its budget, funding sources, administration, evaluation, cost-effectiveness, participation selection criteria and method, expected pilot participation, and how it differs from low-income weatherization. RESPONSE TO REQUEST NO. 20: The Home Weatherization Pilot ("Pilot") program wil provide weatherization services to twenty (20) electrically heated homes of Idaho Power customers who do not qualify for Idaho Power's Weatherization Assistance for Qualified Customers ("WAQC") program due to income levels. Home Energy Management, LLC, which is a separate entity but affiliated with the South Central Community Action Partnership, wil provide weatherization services to customers in the southern region for the Pilot program. The Pilot program wil be funded with $66,000 of the Energy Effciency Rider funds. The overall weatherization cost for each of the twenty (20) homes wil average $3,000 per home for a total of $60,000 with a ten percent administrative fee paid to Home Energy Management, LLC, for an estimated total of $66,000 for the program. Idaho Powets administration costs should be minimal because the program wil use established procedures for invoice payment and documentation. Follow-up physical audits wil be completed mostly by regional Idaho Power employees and funded by the Energy Effciency Rider to assure work has been done properly. In the WAQC program, Idaho Power pays approximately 50% of the costs to weatherize qualifying homes and the State of Idaho pays the balance. Idaho State's current Weatherization Assistance Program uses an energy audit program called the EA4, which was developed in Idaho, for Idaho's climate, and is IDAHO POWER COMPANY'S RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 6 approved by the State. The EA4 determines savings to investment ratios ("SIR") for each measure being considered in a home before installation. The EA4 considers fuel cost, heating degree days, materials, labor, and support costs, and life of each measure to calculate the SIR to ensure each measure achieves a minimum savings to investment allowable and wil be administered to customers who qualify for the new Pilot program. Similar to the total resource cost benefit test, the SIR must be greater than one for a measure to be deemed cost-effective. As a preliminary cost- effectiveness test, the Pilot program wil also use the EA4. Additional cost-effectiveness analysis wil be performed by Idaho Power analysts' at the end of the Pilot program to determine the utility cost benefits and the total resource cost benefit ratios. For more information on the EA4 and levelized cost of Idaho Power's current WAQC program please see the WAQC 2007 Annual Report filed with the Commission on April 1, 2008. Customers wil be selected from applicants for energy assistance at the Community Action Partnership ("CAP") agency that did not qualify for the current program, due to being above the State's income level requirement of 150% of the povert leveL. Once a CAP agency Energy Assistance ("EA") offce denies an applicant for WAQC, they forward those names to Community Action Partnership Association of Idaho ("CAPAI") who then sends a denial letter explaining why the household was denied energy assistance. Home Energy Management, LLC, will receive the names of customers from the Southern region that do not qualify for WAQC but might qualify for the Pilot program and offer weatherization services to those customers. The Pilot program differs from Idaho Power's current weatherization program, WAQC, on the customers it will serve. The Pilot program is designed to use the same IDAHO POWER COMPANY'S RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 7 criteria of the current WAQC program, which serves customers earning 150% of the defined poverty leveL. However, the new Pilot program wil allow the inclusion of residential customers whose annual income is 151 % to 250% of the State's povert level and who heat their homes electrically. IDAHO POWER COMPANY'S RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 8 REQUEST NO. 21: Please provide a copy of all the customer communications materials currently used by Idaho Power to promote customer participation in its energy effciency and demand response programs. RESPONSE TO REQUEST NO. 21: Copies of the brochures, pamphlets, print advertisements, and packets are provided in electronic format on the enclosed CD. These files are organized by energy effciency or demand response program. Copies of the Company's general energy efficiency promotional materials are found under the directory General Information DSM. As can be seen on the enclosed CD, Idaho Power has a wide array of communication materials and has, to the best of its knowledge, included all communication materials for 2008. The Company also uses its website to communicate with customers and most of the above-mentioned material can be found at http://ww.idahopower.com/energycenter/default.cfm. The website also contains additional information about energy efficiency and demand response programs, as well as energy efficiency in general. This response to this Request was prepared by Pete P. IDAHO POWER COMPANY'S RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 9 REQUEST NO. 22: Please provide a copy of Idaho Power's marketing plan for its energy effciency and demand response programs. Please provide a description and schedule for TV, newspaper, radio advertising, bil inserts, direct mailers, etc. used to promote these programs. Does Idaho power target high energy users and directly contact them to offer an audit to see how energy usage can be reduced? If not, why not? RESPONSE TO REQUEST NO. 22: Marketing Information An electronic copy of Idaho Power's marketing plans for its energy effciency programs are contained on the enclosed CD. Also, included on the CD, are copies of the company's marketing activities calendar for 2008 and a copy of the bil insert schedule for 2008. Idaho Power has not done any TV advertising for its energy effciency or demand response programs. In 2008, the Company used radio advertising in cooperation with the Environmental Protection Agency ("EPA") to promote the Energy Star~ Homes program. Also as part of this EPA cooperative advertising campaign, the Company ran outdoor bilboards in Ada County and Canyon County promoting the Energy Star~ Homes program. In May and June 2008, Idaho Power ran a radio campaign promoting the Heating and Cooling Effciency program. The Company also ran live radio spots in conjunction with the Hawks Sponsorship and is currently advertising on Home Fix radio home improvement show. Throughout the year, Idaho Power does a variety of print advertising in professional publications and daily and weekly newspapers. With the exception of ad hoc advertising opportunities, most of these are listed in the marketing activities IDAHO POWER COMPANY'S RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 10 calendar on the enclosed CD. In 2008, Idaho Power sponsored a free standing insert in the Idaho Statesman, Idaho State Journal, Morning News, Argus Observer, Independent Enterprise, Times News, Wood River Journal, and Idaho Press Tribune in June promoting programs and energy effciency in general. Also in 2008, Idaho Power had a small campaign promoting AlC Cool Credit in numerous weekly publications, where the program is available. As part of Energy Awareness Month (October), the Company plans to run a print ad campaign throughout the Company's service territory. Copies of bil inserts, direct mailers, etc., are provided as part of Response No. 21. High Energy Users Idaho Power is committed to offer cost-effective energy effciency and/or demand response programs to customers in all sectors and to help enable customers to use energy as effciently as possible. The Company recognizes some customers may be large energy users, but also be very effcient in their energy use. For high use customers, the Company has several avenues for reaching that group. First, customers who inquire about an Idaho Power bil that they believe to be high are consulted by a Customer Service Representative and then sent a packet of information that includes the brochure, "Practical Ways to Manage Your Bil," which provides a variety of energy saving tips. In 2008, approximately 1,260 of these packets were distributed to customers as of September 10, 2008. Additionally, in 2008, approximately 230 of these customers received an on-site visit by a field Customer Representative. These visits are not technical audits but are designed to help diagnose the source of the customer's high bil and suggest ways to reduce usage. IDAHO POWER COMPANY'S RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 11 Second, specific campaigns have relied on customer usage data to aid in program solicitation. In October 2007, approximately 10,000 residential customers were solicited to participate in a free energy audit in order to collect energy usage data, of which 183 participated. In May of 2008, 3,600 high use residential customers were solicited to participate in an attic insulation pilot study. About 280 customers participated in this study and received a rebate on the insulation cost. For the AlC Cool Credit program, a minimum usage threshold is used to enable the Company to target customers with central AlC. Idaho Power also has targeted customers with high energy use for the Home Insulation pilot program. The Company also offers energy savings assistance through it's website at http://ww.idahopower.com/energycenter.The on-line ENERGY Tools enable residential customers to view a customized profile of their home and be advised of energy savings opportunities and tips to help them use electricity more effciently. For the Commercial sector, Customer Representatives may use energy usage as criteria to visit customers to develop relationships with and inform them about energy effciency programs. Although, Idaho Power does not offer technical audits for its commercial customers, the Company does offer general walk-through energy assessments. This typically includes a discussion with owners and/or facilities mangers, regarding operating hours, age of building or equipment, problems with electrical equipment, and energy saving opportunities. In the Industrial sector, Idaho Power does target large high energy users to participate in the Custom Effciency program. After the largest users are identified, the Custom Effciency Program Specialists, Idaho Power's Major Account Representatives, IDAHO POWER COMPANY'S RESPONSE TO THE SECOND PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 12 work together to schedule target visits to inform the customer of energy saving opportunities and program information. Through the Custom Effciency program, Idaho Power also helps industrial and large commercial customers identify energy saving opportunities by offering a free scoping audit for customers with a demand of 500 kilowatts or greater. Idaho Power wil also provide fifty percent of the cost, up to a $10,000 maximum, to determine the energy savings potential of large, complex, and new construction projects. These funds are used for a detailed audit by a third-part or a data logging and system modeling, if required. Idaho Power does not specifically target high energy use customers in the Irrigation sector for program participation or energy audits. Energy use is not a good indicator of energy effciency. Every irrigation system's acres and lift are different and they are the major factors in determining energy use. For the Irrigation sector, Idaho Power does provide Agriculture Representatives who offer energy audits of irrigation systems when customers request them. Often customer's requests are a result of what they believe is high energy use for a particular location. Through these audits, the Agricultural Representatives help the customer identify opportunities to increase the effciency of their systems, sometimes through participation in the Irrigation Effciency program. For the Irrigation Peak Rewards program, the Company sends an information packet to all eligible customers for participation. Only customers with larger pumps (75 horsepower or greater) are eligible to participate. This response to this Request was prepared by Pete P. Provide the dates of the transfer, as well as the monthly usage for each customer. RESPONSE TO REQUEST NO. 23: The Company and Staff are currently working to clarify and potentially refine this Request. As a result, the Company and Staff have agreed to postpone the deadline for the Company's response to this Request. RESPONSE TO REQUEST NO. 24: The Company has not conducted any analyses related to the 2008 test year to adjust usage for Small General Service (Schedule 7) as a result of customers moving to a different service schedule. The 2008 normalized energy values associated with Small General Service (Schedule 7) are based upon the 2008 system-wide commercial sales forecast. Idaho Small General Service (Schedule 7) received an allocated share of the 2008 system-wide commercial sales forecast, based upon the class's 2007 normalized energy sales.
