Please provide the forecasts and comparisons in an electronic executable Excel format. Please provide the forecasts in whatever time increments were used originally in preparing the forecasts, e.g., monthly, daily or hourly. RESPONSE TO REQUEST NO.7: Idaho Power did not use a 2009 normalized system load forecast. In Case No. IPC-E-07-08, a 2007 and 2008 load forecast was used. In Case No. IPC-E-08-10, a revised 2008 load forecast was used. Attached are the normalized system load forecasts used for Case No. IPC-E-08-07 and Case No. IPC-E-08-10. IDAHO POWER COMPANY'S RESPONSE TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 9 REQUEST NO.9: On page 9, lines 4-8 of Greg Said's testimony in Case No. IPC-E-07-8 (Idaho Power's previous general rate case), he states "Once the Commission makes a determination as to the appropriate quantification of wind integration costs, the Company wil include a wind integration cost adjustment to variable power supply expense determinations in future rate cases." Please identify and describe any wind integration cost adjustments made in the current general rate case. RESPONSE TO REQUEST NO.9: Idaho Power did not include any wind integration costs in Case No. IPC-E-08-10. Attached is a spreadsheet that lists all wind generation that was included in Case No. IPC-E-08-10. It is estimated that wind generation wil produce 538,427 MWhs over the 2008 Test Year as shown in the attachment. A wind integration cost cap of $6.50 was established in Case No. IPC-E- 07-03. If this cap were used, it is estimated that Idaho Power would incur nearly $3.5 Millon in wind integration costs. IDAHO POWER COMPANY'S RESPONSE TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 10 REQUEST NO. 10: On page 9, line 9 through page 10, line 15 of Greg Said's testimony, he discusses the range of modeled market prices for both purchased power and surplus sales for the current case and for the Company's previous rate case. What is the range of prices actually paid and received by Idaho Power during 2007 and 2008 for purchased power and surplus sales? RESPONSE TO REQUEST NO. 10: Actual wholesale energy transactions executed by IPC fall within the following price ranges: 2007 Purchases $0.87 to $335.00 $-2.00 to $340.00Surplus Sales 2008 (YTD July) Purchases $-25.00 to $165.00 $-5.00 to $130.00Surplus Sales Note that the low end of the ranges includes negative prices which occurred when the region was experiencing loop flow issues. The situation was evident in March 2007 and May, June, and July 2008. Negative prices are an aberration in the wholesale energy market. IDAHO POWER COMPANY'S RESPONSE TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 11 REQUEST NO. 11: Please provide documentation and/or workpapers showing the basis for the coal prices used in power supply modeling for Bridger, Valmy and Boardman (e.g., copy of contracts, sources for price inflators, etc.). RESPONSE TO REQUEST NO. 11: The response to this Request contains confidential information which is included with this response subject to the Protective Agreement. The coal prices used for Bridger, Valmy and Boardman were established using existing contracts and their pricing provisions. Other costs such as railcar leases and Nevada Use Tax are a portion of the ultimate coal price. Please find attached documentation from these contracts. Only pertinent pricing sections have been included and the entire contracts are available for review, in accordance with the Protective Agreement, at the Idaho Power offces. Please provide an estimated online date for each project. RESPONSE TO REQUEST NO. 12: PURPA developers have requested that the Company maintain the confidentiality of their project data. IDAHO POWER COMPANY'S RESPONSE TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY -13 REQUEST NO. 13: Please provide documentation (e.g., copy of the contract showing cost and fixed capacity by month) of the fixed gas transportation capacity charge assumed in the AURORA analysis. Greg Said's Exhibit 47, pages 1-81 show fixed gas transportation capacity charges for Danskin but not for Bennett Mountain. Are the gas transportation charges for both plants incorporated in the line entry for Danskin? RESPONSE TO REQUEST NO. 13: The response to this Request contains confidential information which is included with this response subject to the Protective Agreement. Attached is a copy of the contracts and invoices for capacity and facility charges for the fixed gas transportation capacity charge assumed in the AURORA analysis. The fixed gas transportation capacity charge shown on Danskin CT1 in Exhibit No. 47 is meant for all gas plants, not just Danskin CT1. IDAHO POWER COMPANY'S RESPONSE TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY - 14 REQUEST NO. 14: What gas transportation capacity is necessary in order to operate each of the Danskin plants and the Bennett Mountain plant at full capacity? Is enough gas transportation capacity purchased to run all of the plants at full capacity in every month of the year? In months when none or not all of the gas transportation capacity is expected to be needed, is any capacity sold? Can it be sold? Can gas transportation capacity be purchased on a spot market? Can it be purchased for only specific months or must it be purchased for a full year? RESPONSE TO REQUEST NO. 14: What gas transporttion capacity is necessary in order to operate each of the Danskin plants and the Bennett Mountain plant at full capacity? The transport capacity required to operate all of the plants is 4,422 MMBtu per hour (at 880 Fahrenheit outside temperature). Is enough gas transporttion capacity purchased to run all of the plants at full capacity in every month of the year? Idaho Power currently has a TF-1 service agreement with Northwest Pipeline for 24,523 MMBtu per day. The receipt point is Sumas and the delivery point is Elmore. Idaho Power has segmented the primary contract into three pieces. The first segment is Sumas to Jackson Prairie, the second segment is Jackson Prairie to Kelso/Beaver, and the third segment is Molalla to Elmore. The segmentation and the flexing of the points give Idaho Power the possibilty of flowing 73,569 MMBtu per day during all months of the year. During a 16 hour heavy load period (at 880 F), the Danskin and Bennett Mountain combustion turbines will consume approximately 71,000 MMBtu per day. However, when the transportation capacity is flexed outside of its primary firm path, the transport is categorized as alternate firm. IDAHO POWER COMPANY'S RESPONSE TO THE FIRST PRODUCTION REQUEST OF THE COMMISSION STAFF TO IDAHO POWER COMPANY -15 In months when none or not all of the gas transporttion capacity is expected to be needed, is any capacity sold? Idaho Power has previously entered into agreements to release its gas transportation capacity on a seasonal basis. In the future, when the market and Idaho Power's operating conditions allow, an effort wil be made to release the transport in order to mitigate the cost of the service agreement. Can it be sold? The transport may be sold. Can gas transporttion capacity be purchased on a spot market? Northwest Pipeline and third parties sell transport on the spot market. Can it be purchased for only specific months or must it be purchased for a full year? Northwest Pipeline and third parties sell transport for specific months.
