REQUEST FOR PRODUCTION NO. 14: Regarding Exhibit 55, page 27, line 828, why is the uncollectible value for the Irrigators negative? SUPPLEMENTAL RESPONSE TO REQUEST FOR PRODUCTION NO. 14: The allocation factor shown on Exhibit 55, page 27, line 828, is used to allocate FERC Account 904, Uncollectible Accounts. FERC Account 904 is allocated to each customer class according to the class's three-year average year-ending balance for the years 2005 through 2007. The derivation of the FERC Account 904 allocation factor is detailed on the analysis attached to this response. As can be seen on the attached analysis, the year-end "uncollectible" balance associated with the irrigation class was negative in both 2005 and 2007, causing the three-year average for that class to be negative. The year- end balance was negative in those years because customer payments toward prior uncollectible balances exceeded the total new uncollectible amounts. The resulting allocation of the test year uncollectible amount of $1,877,765 was negative $67,893 for the irrigation class.
