REQUEST NO.1: Please provide any studies, analyses, reports or other data used to support Dr. Goins recommendation to classify 60% of steam and hydro plant as demand-related and 40% as energy-related. REQUEST NO.2: Please explain Dr. Goins' rationale for recommending a 50/50 split between demand and energy classifications for Account 555 purchased power. Please explain why Dr. Goins does not recommend the same 60/40 split between demand and energy for Account 555 purchased power that he recommends for steam and hydro purchases.
